Nanoparticles that look and act like cells

Jan. 31, 2013 ? By cloaking nanoparticles in the membranes of white blood cells, scientists at The Methodist Hospital Research Institute may have found a way to prevent the body from recognizing and destroying them before they deliver their drug payloads. The group describes its "LeukoLike Vectors," or LLVs, in a recent issue of Nature Nanotechnology.

"Our goal was to make a particle that is camouflaged within our bodies and escapes the surveillance of the immune system to reach its target undiscovered," Tasciotti said. "We accomplished this with the lipids and proteins present on the membrane of the very same cells of the immune system. We transferred the cell membranes to the surfaces of the particles and the result is that the body now recognizes these particles as its own and does not readily remove them."

Nanoparticles can deliver different types of drugs to specific cell types, for example, chemotherapy to cancer cells. But for all the benefits they offer and to get to where they need to go and deliver the needed drug, nanoparticles must somehow evade the body's immune system that recognizes them as intruders. The ability of the body's defenses to destroy nanoparticles is a major barrier to the use of nanotechnology in medicine. Systemically administered nanoparticles are captured and removed from the body within few minutes. With the membrane coating, they can survive for hours unharmed.

"Our cloaking strategy prevents the binding of opsonins -- signaling proteins that activate the immune system," said Department of Medicine Co-Chair Ennio Tasciotti, Ph.D., the study's principal investigator. "We compared the absorption of proteins onto the surface of uncoated and coated particles to see how the particles might evade the immune system response."

Tasciotti and his group took metabolically active leukocytes (white blood cells) and developed a procedure to separate membranes from cell innards. By coating their nanoparticles with intact membranes in their native composition of lipids and proteins, the researchers created the first drug-carrying nanoparticles that look and act like cells -- leukolike vectors.

"Using the membranes of white blood cells to coat a nanoparticle has never been done before," Tasciotti said. "LLVs are half man-made -- the synthetic silicon core -- and half made of man -- the cell membrane."

Can the membrane be produced entirely via synthetic means?

"Being able to use synthetic membranes or artificially-created membrane is definitely something we are planning for the future," Tasciotti said. "But for now, using our white blood cells is the most effective approach because they provide a finished product. The proteins that give us the greatest advantages are already within the membrane and we can use it as-is."

As the technology is developed, Tasciotti said a patient's own white cells could be harvested and used to create personalized LLVs. "Cloaked by the patient's own cell membranes, the nanoparticles would be far more likely to reach their targets and avoid the activation of the immune system surveillance," he said. To test whether the LLVs would be protected from macrophage sequestration and destruction, Tasciotti's team tested LLVs coated with human membranes and found that human macrophages left the LLVs unharmed, thus confirming the preservation of the self-recognition principle.

Nanoparticle research has generally focused on getting the particles to recognize specific tissue and to release drugs there, and only there. Comparative studies of LLVs' interaction with healthy and inflamed blood vessel cells showed the LLVs selectively targeted the inflamed tumor blood vessels.

"LLVs are dotted with proteins that help the particles reach specific targets, from inflamed or damaged tissues to cancer cells recruiting blood vessels," Tasciotti said. "Over time the membrane lipids and proteins will break away, leaving the nanoparticles to degrade naturally after releasing their payload."

The research team also looked at how well the drugs traveled through the LLV membrane. They found that rather than introducing an obstacle to drug release, the membrane provides controllable release of the drug once the nanoparticles reach their target tissue.

The present study used white blood cells from cell cultures. Tasciotti said one of his group's goals is culturing enough cells from the patient to be useful in drug therapy.

"We are aware that we will not always have access to an infinite number of white blood cells," Tasciotti said. "For this reason, we are working to optimize our system by using as little material as efficiently as possible. I expect this technology to become a new player in the crowded world of drug delivery system thanks to the opportunities it offers for the personalization of drug therapies."

Surface Pro comes out of the box two-thirds full

Microsoft's highly?anticipated Surface Pro tablet, which runs the full version of Windows 8 rather than the poorly?received Windows RT, will come out of the box with nearly two-thirds of its 64 GB of storage filled up. The 128 GB version will likewise boot up with far less room?than many users expect to see.

Microsoft, which confirmed the information to NBC News,?was quick to add that much of this space can be reclaimed, although the method is not one?that tech novices will likely?understand or undertake. Nor are the reasons for the reduced space particularly easy to grasp without some explanation:

First, the gigabytes listed on any gadget's box don't actually correspond to the way computers think about data. The result is that 64 GB shown?on the box (whether the device?runs Windows, Android, or iOS) really translates to 59?of what the computer actually uses ("gibibytes," if you must know).

Second, Windows is a much larger and more complex piece of software than what you find on an Android tablet or iPad. It is, after all, a full-on desktop operating system ? it can do more, run programs from years back, and so on. So naturally, it takes up more space.

Third, because it's a "real" OS, it takes backup very seriously, keeping a "recovery partition," or backup of itself right there on the device ? which takes up even more space. And then you have the built-in apps and the trial version of Office 2013. The end result is that the 64 GB Surface comes out of the box with just 23 GB of usable space, and the 128 GB version is reduced to 83 GB.

The new Apple iPad with 128 GB of space, on the other hand, will likely have about 115 GB out of the box.

The Windows RT tablet had a similar problem, shipping with about half its?space full, resulting in a consumer?backlash, despite Microsoft's insistence that the space crunch was unavoidable.

Users can delete installed apps and move the recovery partition to external storage or delete it entirely, but these tasks aren't exactly simple, especially for less-experienced users.

The capabilities of the Surface Pro tablets are in many ways far beyond those of competing tablets and even many laptops. Microsoft made sure to mention the fact that the device's USB 3.0 interface,?SDXC card slot?and free SkyDrive storage allow for lots of extra storage. But users simply may not be able to get over the fact that their premium device came out of the box with nowhere near the amount of free space they expected.

The Surface Pro will be out in the U.S. on February 9th. The 64 GB version will retail for $899; the 128 GB model, $999.

Don?t make my mistake. You?re either ?recording? a show or you?re "DVRing" it. Also, if you're using the word "TiVo" and you don?t own one, stop it.

Webcam

When you think about it, the word "webcam" has never made sense. Yes, you can conduct a video chat through your browser using tools like Google Talk, but for the most part, people have always conducted video chats through standalone applications such as Skype, ooVoo and FaceTime.

A camera that?s designed for chats should be called a "connected camera" or a "video-conferencing cam" but not a webcam. Or just call it camera. It?s not like the camera doesn?t work when you?re not online.

Blog (noun)

We need to stop using the term "blog" to refer to news sites. First the earth cooled and the dinosaurs came. Then personal web pages appeared on hosting sites like Geocities, but adding new content to them was a hassle. Then, in the early 2000s, blog platforms such as Blogger and Wordpress emerged and made it so easy to publish articles that both professional writers and amateur ranters started using them.

Unfortunately, even though it?s nothing more than a type of CMS, the term "blog" has developed a very negative connotation. Google ranks sites it thinks are "blogs" lower in search and if you tell people you work for a blog as opposed to a website, they may wrongly assume that there?s no real journalism going on.

Desktop Computer

Back when I was in grade school, every computer was horizontal and sat on top of a table. Then, at around the same time that Vanilla Ice topped the charts, manufacturers started producing tower cases that you put on the floor. In the quarter century since, the term "desktop computer" has come to define any PC that isn?t portable, no matter where it stands.

Whether it?s an All-in-One with the screen built-in, a tiny ITX case that sits on a flat surface or a mid-tower that lives on the floor, it?s a "stationary PC" not a desktop.

Film (verb)

Unless you?re an old-school Hollywood director who insists on using 65mm reels to shoot his next blockbuster, you capture all your videos and photos digitally. Smartphone

You wouldn't call your car a mobile air conditioner. You'd never refer to your microwave oven as a digital clock with heating ability or your PC as a Skype box. So why on earth do you still call your pocket computer a "smartphone?"

According to a recent study by UK Carrier O2, typical smartphone users spend 128 minutes a day actively interacting with their devices, but only 12 of those minutes involve voice calls, with the rest of the time split between emailing, text messaging, social networking and consuming on-device content apps. So you need to call that item in your hand a "pocket computer," "a communicator" or something else that reflects its primary purpose.

Surf the Web

In the mid-nineties, when the web was new, people thought of browsing through sites as a lightweight pastime with little practical value. I'm sure this conversation happened a lot back then:

"What were you doing this afternoon?"
"Oh, I was just surfing the web, killing time."

Today, we use web sites for shopping, banking and doing serious productivity through web tools. You can "use" the web, "browse" the web or "navigate" to a website, but please don't say that you "surfed" the web.

Desktop Publishing

In the days of yore, magazines and newspapers were laid out on giant lightboxes with glue and exacto knives used to move stories around on the page. Then, in the 1990s, better computers with programs like QuarkXpress and Adobe PageMaker allowed anyone to design printed works with the click of a mouse. This new, computerized form of production was named "desktop publishing" because you could do all the work, right from your desk, without whipping out the wax.

In 2013, however, all layout occurs on computers. There's no more "non-desktop pufblishing" so it's time to call this process simply "publishing."

When I was growing up, our old Zenith TV was deep enough to double as dining room table for a family of four, with room to spare for a cable box. Today, you'd be lucky if you could balance a USB stick on top of most peoples' flat-panels. It's time you stopped calling peripherals like the Roku and Apple TV set-top boxes.

Call them "TV peripherals," "Streaming Media Boxes" or even "Set-Bottom Boxes," but don't pretend they can fix on top of the tube when they can't. Heck, the Roku Streaming Stick is the size of a thumb drive and plugs right into your big screen.

Secret gulags revealed in new North Korea map

On Tuesday, Google unveiled a detailed map of North Korea, offering a rare glimpse inside the streets, landmarks and even the gulags located in the world's most isolated country.

From train stations to department stores, the Pyongyang zoo, and the Kumsusan Memorial Palace, where the embalmed bodies of former leaders Kim Il Sung and Kim Jong Il lay, the new map fills in the blanks in what has long been an empty space.

Most striking, it labels the notorious gulags, North Korea's secret labor camps, where more than 100,000 prisoners are reportedly held in inhumane conditions. The prisons, which appear large enough to be cities, are highlighted in shades of gray. The images aren't as crisp as ones you'll find when searching other parts of the world, but search for Camp 22 and the Hoeryong Gullag and you will be able to see the outline of the camp.

The Yongbyon Nuclear Scientific Research Center, where controversial nuclear tests have been carried out, also appears on the map -- though it offers few additional details.

Google relied on a community of volunteer "citizen cartographers" to virtually piece the country together, according to its company blog. The crowd-sourcing project, which began a few years ago, relied on users outside of North Korea to contribute to the map using the Google Map Maker software. They gathered information from existing analog maps and satellite images.

Google Earth Used to Spot North Korean Labor Camp

"We know this map is not perfect. One of the exciting things about maps is that the world is a constantly changing place," said Google's senior product manager, Jayanth Mysore, in a statement posted online. "We encourage people from around the world to continue helping us improve the quality of these maps for everyone with Google Map Maker."

The North Korean map comes weeks after Google Chairman Eric Schmidt, visited the reclusive country in a private trip with former New Mexico Gov. Bill Richardson. Google says Schmidt's visit had nothing to do with this recent release.

"There is absolutely no connection in the timing," David Marx, a Google spokesperson, told ABC News. "This data has been in Map Maker since 2009. It commonly takes the Map Maker community a few years to generate enough high-quality data to be moved into Google Maps proper."

Marx said Google is encouraging volunteer mappers to improve the North Korea maps.

For all the details offered in the new map, much of North Korea remains largely unknown. Internet usage there is strictly limited to the upper echelons of society. The number of users are estimated to be around a few thousand out of a population of 24 million, with just more than 1,000 IP addresses registered. By comparison, there are 112 million IP addresses in neighboring South Korea, and 1.5 billion in the U.S.

Curtis Melvin, a Ph.D. economics student at George Mason University in Virginia who operates the blog North Korean Economy Watch, still offers the most detailed map of North Korea. Drawing on information gathered from online newspapers, Korean TV newscasts, North Korean defectors and Google Earth, Melvin has spent the last seven years detailing rocket launch sites, palaces and gulags, among other things.

In collaboration with 38 North, the blog run by the U.S.-Korea Institute at Johns Hopkins University, Melvin has laid out the information in the DPRK Digital Atlas.

"After seven years," he told ABC News, "I have amassed a colossal amount of satellite imagery that has been used to show the development of new factories, expansion of the electricity grid, the spread of markets, new military infrastructure and, unfortunately, apparent changes in the incarceration system."

Army warns unrest pushing Egypt to the brink

CAIRO, Egypt (Reuters) - Egypt's army chief said political unrest was pushing the state to the brink of collapse - a stark warning from the institution that ran the country until last year as Cairo's first freely elected leader struggles to curb bloody street violence.

Abdel Fattah al-Sisi, a U.S.-trained general appointed by President Mohamed Mursi last year to head the armed forces, added in a statement on Tuesday that one of the primary goals of deploying troops in cities on the Suez Canal was to protect the waterway that is vital for Egypt's economy and world trade.

Sisi's comments, published on an official army Facebook page, followed 52 deaths in the past week of disorder and highlighted the mounting sense of crisis facing Egypt and its Islamist head of state who is striving to fix a teetering economy and needs to prepare Egypt for a parliamentary election in a few months that is meant to cement the new democracy.

Violence largely subsided on Tuesday, although some youths again hurled rocks at police lines in Cairo near Tahrir Square.

It seemed unlikely that Sisi was signaling the army wants to take back the power it held for six decades since the end of the colonial era and through an interim period after the overthrow of former air force chief Hosni Mubarak two years ago.

But it did send a powerful message that Egypt's biggest institution, with a huge economic as well as security role and a recipient of massive direct U.S. subsidies, is worried about the fate of the nation, after five days of turmoil in major cities.

"The continuation of the struggle of the different political forces ... over the management of state affairs could lead to the collapse of the state," said General Sisi, who is also defense minister in the government Mursi appointed.

He said the economic, political and social challenges facing the country represented "a real threat to the security of Egypt and the cohesiveness of the Egyptian state" and the army would remain "the solid and cohesive block" on which the state rests.

Sisi was picked by Mursi after the army handed over power to the new president in June once Mursi had sacked Field Marshal Hussein Tantawi, in charge of Egypt during the transition and who had also been Mubarak's defense minister for 20 years.

The instability has provoked unease in Western capitals, where officials worry about the direction of a powerful regional player that has a peace deal with Israel. The United States condemned the bloodshed and called on Egyptian leaders to make clear violence was not acceptable.

DEEPLY POLARISED

The 58-year-old previously headed military intelligence and studied at the U.S. Army War College. Diplomats say he is well known to the United States, which donates $1.3 billion in military aid each year, helping reassure Washington that the last year's changes in the top brass would not upset ties.

One of Sisi's closest and longest serving associates, General Mohamed el-Assar, an assistant defense minister, is now in charge of the military's relations with the United States.

Almost seven months after Mursi took office, Egyptian politics have become even more deeply polarized.

Opponents spurned a call by Mursi for talks on Monday to try to end the violence. Instead, protesters have rallied in Cairo and Alexandria, and in the three Suez Canal cities - Port Said, Ismailia and Suez - where Mursi imposed emergency rule.

On Tuesday, thousands were again on the streets of Port Said to mourn the deaths of two people in the latest clashes there, taking the total toll in Mediterranean port alone to 42 people. Most were killed by gunshots in a city where weapons are rife.

Mohamed Ezz, a Port Said resident speaking by telephone, heard heavy gunfire through the night. "Gunshots damaged the balcony of my flat, so I went to stay with my brother," he said.

Residents in the three canal cities had taken to the streets in protest at a nightly curfew now in place there. The president's spokesman said on Tuesday that the 30-day state of emergency could be shortened, depending on circumstances.

In Cairo on Tuesday afternoon, police again fired teargas at stone-throwing youths in a street near Tahrir Square, the center of the 2011 uprising. But the clashes were less intense than previous days and traffic was able to cross the area. Street cleaners swept up the remains of burnt tires and other debris.

The police have been facing "unprecedented attacks accompanied by the appearance of groups that pursue violence and whose members possess different types of weapons", the state news agency reported, quoting the Interior Ministry spokesman.

Street flare-ups are a common occurrence in divided Egypt, frustrating many people desperate for order and economic growth.

WARY MILITARY

Although the general's comments were notably blunt, Egypt's military has voiced similar concerns in the past, pledging to protect the nation. But it has refused to be drawn back into a direct political role after its reputation as a neutral party took a pounding during the 17 months after Mubarak fell.

"Egyptians are really alarmed by what is going on," said Cairo-based analyst Elijah Zarwan, adding that the army was reflecting that broader concern among the wider public.

"But I don't think it should be taken as a sign that the military is on the verge of stepping in and taking back the reins of government," he said.

In December, Sisi offered to host a national dialogue when Mursi and the rivals were again at loggerheads and the streets were aflame. But the invitation was swiftly withdrawn before the meeting went ahead, apparently because the army was wary of becoming embroiled again in Egypt's polarized politics.

Protests initially flared during the second anniversary of the uprising which erupted on January 25, 2011 and toppled Mubarak 18 days later. They were exacerbated in Port Said when residents were angered after a court sentenced to death several people from the city over deadly soccer violence.

Since the 2011 revolt, Islamists who Mubarak spent his 30-year rule suppressing have won two referendums, two parliamentary elections and a presidential vote.

But that legitimacy has been challenged by an opposition that accuses Mursi of imposing a new form of authoritarianism. Mursi's supporters says protesters want to overthrow Egypt's first democratically elected leader by undemocratic means.

The army has already been deployed in Port Said and Suez and the government agreed a measure to let soldiers arrest civilians as part of the state of emergency. Sisi reiterated that the army's role would be to support the police in restoring order.

Mursi's invitation to rivals to a national dialogue with Islamists on Monday was spurned by the main opposition National Salvation Front coalition, which described it as "cosmetic".

The presidency said a committee would be formed to look at changes to the constitution, but it ruled out changing the government before the parliamentary election.

Mursi's pushing through last month of a new constitution which critics see as too Islamic remains a bone of contention.

Russia tries whistleblower, despite his death

MOSCOW (AP) ? Russia is preparing to put lawyer Sergei Magnitsky on trial, even though he died in 2009, in the latest twist in a case that has become a byword for rampant Russian corruption and has severely strained U.S.-Russian relations.

The posthumous trial has already provoked outrage among rights groups who see the whistleblower's case as indicative of the rampant judicial abuse, skyrocketing graft, and blurred boundaries between the state and organized crime that have plagued Russia under President Vladimir Putin.

"The trial of a deceased person and the forcible involvement of his relatives is a dangerous precedent that would open a whole new chapter in Russia's worsening human rights record," Amnesty International said in a statement last week.

Prosecutors accuse Magnitsky and his former client, London-based investor William Browder, of a $230 million tax fraud carried out through subsidiaries of Browder's company, Hermitage Capital Management.

Magnitsky claimed in 2008 that the fraud was committed by an organized crime group who colluded with corrupt Interior Ministry to register themselves as the owners of three Hermitage subsidiaries, and then claim a $230 million tax rebate. He was arrested shortly after by the same officials and accused of stealing the money himself.

A year later, the 37-year-old Magnitsky died in jail of pancreatitis, after what supporters claim was a systematic torture campaign. A report by Russia's presidential human rights council found in July 2011 that Magnitsky had been repeatedly beaten and deliberately denied medical treatment.

"If they have the same investigators and judges try the case, then what are they going to say ? 'we're guilty and we should be punished?' It's obvious what's going to happen," Magnitsky's mother, Nataliya Magnitskaya, told The Associated Press last week.

Russia's top court ruled shortly after Magnitsky's death that posthumous trials were allowed, with the intention of allowing relatives to clear their loved ones' names. Though neither Magnitsky's relatives nor Browder say they asked for charges to be refiled, prosecutors reopened his case just days after the ruling.

A Moscow court on Monday set preliminary hearings in the case for Feb. 18. Browder is being tried in absentia; he has not been to Russia since he was banned from entering the country in 2005.

"To try a dead man is beyond evil," Browder told The Associated Press in a telephone interview Monday. "This is a politically directed prosecution - Putin and (Prime Minister Dmitry) Medvedev have both directed, have sent the instructions for the outcome of this case."

Evidence collected by Browder on a website, Russian Untouchables, indicates that the officials accused by Magnitsky became substantially wealthier after the tax rebate, spending vastly in excess of their meager official salaries on international travel, luxury cars, and prime real estate in Dubai.

Officials in Switzerland, Cyprus, Latvia, Lithuania, and Estonia are attempting to trace portions of the $230 million rebate to banks in those countries.

Last December, tensions between the U.S. and Russia flared when Congress passed a law named after Magnitsky sanctioning officials Browder accuses of involvement in the fraud.

Putin at that time said that Magnitsky died of a heart attack and accused Browder of politicizing his death to distract from his own crimes.

Russia responded to the U.S. law by banning adoptions of Russian children by Americans and dropping charges against a prison doctor on trial for negligence in Magnitsky's death.

Browder says he hopes the European Union will pass its own Magnitsky act by the end of the year.

Egypt: opposition rejects president's dialogue

CAIRO (AP) ? Egypt's main opposition coalition has rejected the Islamist president's call for dialogue to resolve the country's political crisis, unless their conditions are met.

Monday's announcement was made by reform leader Mohammed ElBaradei and other top figures in the National Salvation Front.

ElBaradei said President Mohammed Morsi must first appoint a national unity government and name a commission to amend the disputed constitution ratified last month.

"The dialogue to which the president invited us is to do with form and not content," said ElBaradei, Nobel Peace laureate. "We support any dialogue if it has a clear agenda that can shepherd the nation to the shores of safety."

The opposition's stand is likely to fuel the political crisis roiling the nation and in which more than 50 people have died.

DAVOS, Switzerland (AP) ? Algeria's foreign minister said Algeria will need international help to fight terrorism in the wake of a hostage crisis at a Saharan gas plant in which dozens of foreign workers were killed.

Algeria's decision to refuse foreign offers of aid in handling the crisis, and to send the military to fire on vehicles full of hostages, drew widespread international criticism.

While defending his government's handling of the crisis, Mourad Medelci said Algeria can't face international terrorism alone.

"It absolutely needs support," Medelci told The Associated Press in an interview at the World Economic Forum in Davos, Switzerland, on Friday.

"This is Algeria's message: Algeria faced internal terrorism alone but it can't continue to face international terrorism alone," he said. "It absolutely needs support and this is needed not just by Algeria, but all countries need to join into the fight against terrorism. "

The Jan. 16 attack, which an al-Qaida-affiliated organization has claimed responsibility for, sent scores of foreign energy workers fleeing across the desert for their lives. A four-day siege by Algerian forces on the complex followed. At least 37 hostages and 29 militants died.

Medelci defended the government's decision to attack instead of negotiating, pointing to its years of experience dealing with Islamist extremist violence.

"Faced with such an attitude (of terrorism), it's not just words that solve the problem. It's action," he said.

"I am not sure that today we are in the process of assessing our mistakes," Medelci said. "We are more in the process of establishing that the operation succeeded."

The minister said Algeria is likely to reinforce security measures at sites where multinationals operate in the oil- and gas-rich country. But he insisted that foreign workers in Algeria "will continue to work in Algeria and that is the best way to answer the terrorists."

He argued that Algeria wasn't the target of the attack. Instead, he said, the terrorists were targeting investors and the foreigners who work for them.

An international group of militants led by a Mali-based warlord staged the attack. The extremists demanded an end to the French-led military operation in neighboring Mali, where al-Qaida-linked groups have seized and expanded control over the past year.

'No flexibility yet' in Russia-US relations ? PM Medvedev ? RT

Prior to the US presidential election, Obama promised ?more flexibility? with Russia during his second term in the office. But Prime Minister Dmitry Medvedev says Washington?s position on the missile shield is still driving the two countries apart.

Speaking to the ?Fareed Zakaria GPS? program at the World Economic Forum in Davos, the prime minister expressed his concerns over the on-going anti-missile defense program provided by NATO, involving several countries bordering on Russia.

?We clearly understand that if we do not have guarantees such as the pairing of our programs, that means that missile defense could also work against the Russian nuclear arsenal. What does this mean? This means that the parity, which we recorded with President Obama by signing the New START treaty (a very important and very helpful treaty, by the way: I think this is the achievement of the so-called reset), [the parity] is being cracked by that, because the missile defense?? is a direct continuation of nuclear offensive capability, combat nuclear weapons,? emphasized Medvedev.

Assad?s chances of retaining power get ?smaller and smaller?

Discussing the ongoing civil war in Syria, which has seen around 60,000 people killed there during almost two years, Medvedev said that Syrian President Bashar Assad's chances of retaining power are getting "smaller and smaller" every day.

"President Assad made a mistake in carrying out political reforms. He had to do everything much more quickly, attracting to his side part of the moderate opposition, which was ready to sit with him at the same table. This is a considerable mistake, maybe a fatal one," said Medvedev adding that Assad's days could be numbered.

Medvedev reiterated calls for talks between the government and its foes and repeated Moscow's position that Assad must not be pushed out by external forces.

?Therefore, the task of the international community and all countries?? and the United States and the Europeans, and regional powers, such as Saudi Arabia, Qatar and other countries?? to put parties together at the negotiating table, but not just demand that Assad should leave, and then he is either executed like Gaddafi, or carried on a stretcher at the hearing, as they are carrying now Hosni Mubarak,? concluded the PM.

?US adoption ban is not retaliation? to Magnitsky Act

?Medvedev was also asked about Russia?s recent decision to halt US adoptions of Russian children. The law was motivated by cases of mistreatment of Russian orphans adopted by Americans, and wasn?t retaliation for US actions in the case of Sergey Magnitsky, said the PM.

?A big number of American families, who have adopted Russian children, provide them with proper care, training and education. In this sense, their actions are worthy of the highest praise, it is a highly moral behavior. But, unfortunately, in our country we know a large number of cases, when children adopted by American parents, were killed, tortured, lost their health in the United States. Even one such case would be enough to make a draft for discussion,? said Medvedev.

The so-called Dima Yakovlev law, named after a Russian boy who died of heatstroke after being left in a car by his adoptive American parents, contains ban on US citizens adopting Russian orphans. On more general terms it bans entry to Russia for those Americans, who are somehow involved in violations of human rights or crimes against Russian citizens. President Putin signed it on December 28, 2012. Four days later it came into force. The adoption of the law caused a mixed reaction among Russian politicians and public figures.

The PM said that the adoption ban is not connected with Washington?s Magnitsky Act "neither legally nor factually."?

?This law expresses concerns of the Russian parliament, the Russian State Duma and the Federal Council over destiny of our children? Therefore, despite the fact that many saw it as actions targeting aimed at individual American citizens, who want to adopt Russian children, there?s nothing like that in here,? Medvedev told CNN.

?75 per cent of Russian citizens are against foreign adoptions,? underlined the PM.

Medvedev believes that Russia should do everything to ensure that the country doesn?t have any un-cared for orphans. Russian citizens should be motivated to adopt Russian children who don?t have parents and create right and proper conditions for them, he said.?

?We should take all the necessary decisions so that there are no orphans in Russia, the US does not have such a problem. Many European countries do not have this problem. We have a good society already and we have people who are well off enough, they are able to give food and shelter to our children. This is the reason that stands behind the decisions we have made,? said Medvedev.

?I believe that Congress made a mistake, when, together with the abolition of the Jackson-Vanik amendment, they adopted the Magnitsky Act. Regarding the case itself I?ve already told you what I think of it. Speaking of acts of Congress, I think this?? generally it?s very bad, when a foreign parliament decides on another state,? he added.

The PM has criticized Washington's move to sanction a number of Russian officials for alleged crimes, which no court has found them guilty of.

?Each country has the right to deny any country?s citizen an entry visa to its territory. This is something normal, something that corresponds with international conventions, without having to explain the reasons for it. The United States could and still can prohibit any Russian official?s entrance to America, the same way they can examine their accounts and whatever else they have in America. This is exactly what Russia can do as well. But when it becomes a public campaign, with Congress saying, it will draw up a list of individuals who?ve been involved in a crime, what do you think it is, if not an extrajudicial execution that convicts these individuals without any trial or prosecution,? Medvedev said.

Speaking of Magnitsky?s death, Medvedev said he was ?sincerely sorry? for him and other person, who died in prison. But PM had an "absolutely different evaluation" of the late lawyer?s actions in the capacity of his work, saying that he had never fought corruption and was "just a corporate accountant and a lawyer".

Sergey Magnitsky died in a Moscow prison in November 2009. He was remanded in pre-trial detention on charges of aiding a major tax evasion scheme. A number of prison staff were fired and the former deputy chief of the prison doctor Dmitry Kratov, where lawyer Sergey Magnitsky died, faced trial on accusations of negligence. But a Russian court acquitted him on December 28, 2012, as a judge ruled there was not enough evidence.

Brazil: bar codes on sidewalks give tourist info

(AP) ? Rio de Janeiro is mixing technology with tradition to provide tourists information about the city by embedding bar codes into the black and white mosaic sidewalks that are a symbol of the city.

The first two-dimensional bar codes, or QR codes, as they're known, were installed Friday at Arpoador, a massive boulder that rises at the end of Ipanema beach. The image was built into the sidewalk with the same black and white stones that decorate sidewalks around town with mosaics of waves, fish and abstract images.

The launch attracted onlookers, who downloaded an application to their smartphones or tablets and photographed the icon. The app read the code and they were then taken to a web site that gave them information in Portuguese, Spanish or English, and a map of the area.

They learned, for example, that Arpoador gets big waves, making it a hot spot for surfing and giving the 500-meter beach nearby the name of "Praia do Diabo," or Devil's Beach. They could also find out that the rock is called Arpoador because fishermen once harpooned whales off the shore.

The city plans to install 30 of these QR codes at beaches, vistas, and historic sites, so Rio's approximately 2 million foreign visitors can learn about the city as they walk around.

"If you add the number of Brazilian tourists, this tool has a great potential to be useful," said Marcos Correa Bento, head of the city's conservation and public works.

Raul Oliveira Neto, a 24-year-old visitor from the Southern Brazilian city of Porto Alegre, was one of the first to use the icon and thought the service fit well with the way people live now.

"We use so much technology to pass information, this makes sense," he said, noting he'd seen QR codes on tourist sites in Portugal, where they were first used for this purpose. "It's the way we do things nowadays."

Locals ? used to giving visitors directions ? also approved the novelty.

"Look, there's a little map; it even shows you where we are," said Diego Fortunato, 25, as he pulled up information.

"Rio doesn't always have information for those who don't know the city," he said. "It's something the city needs, that it's been lacking."

Curry, Lee lead Warriors past Thunder 104-99

OAKLAND, Calif. (AP) ? Stephen Curry had 31 points and seven assists, David Lee finished with 22 points and 12 rebounds and the Golden State Warriors outlasted the Oklahoma City Thunder 104-99 on Wednesday night.

On the eve of the announcement for All-Star reserves, Golden State's top two candidates made a lasting impression.

Curry matched Kevin Durant's spectacular scores all game, stole a pass from the Thunder's leading man in the final seconds and hit a pair of free throws to seal Golden State's third straight victory. Lee helped the Warriors outrebound Oklahoma City's lengthy frontline 40-39 and made some big plays late.

Durant had 33 points, nine assists and five rebounds, and Kevin Martin scored 16 points for the Thunder, who blew an eight-point lead in the fourth quarter a night after running away with a win at the Los Angeles Clippers. Oklahoma City had won seven of eight to move to the top of the NBA standings.

Once again, the surprising Warriors showed they are no fluke out West this season.

Lee found Carl Landry slicing through the lane for a dunk, Klay Thompson hit a running hook and Landry put back his own miss to give Golden State a 97-94 lead with 2:25 remaining.

Kendrick Perkins tipped in a rebound on the other end before Jarrett Jack swished in a high-arching shot over Durant near the top of the key to put the Warriors ahead by three again. Durant answered back with a pair of free throws, only to watch Lee's layup extend Golden State's lead once more.

Durant hit one of two free throws to slice Golden State's lead to 101-99, then Curry missed an open 3-pointer to give the Thunder a chance with 17.5 seconds to play.

Durant caught the inbounds pass on the right side and tried to slip a quick pass to Perkins in the paint. Instead, Curry intercepted and was fouled, making both free throws to put the Warriors ahead by four with 12.4 seconds left.

Curry also outplayed Thunder guard Russell Westbrook, who is likely headed for an All-Star selection. Westbrook had 10 points, five rebounds and four assists while shooting 3 of 16 from the floor, including 0 of 5 from beyond the arc.

Golden State hasn't had an All-Star since Latrell Sprewell in 1997. That drought might end as soon as Thursday, when the NBA announces the reserves, which are voted on by coaches.

Even with all of Oklahoma City's length and quickness, Curry often made the game seem like his own layup line.

Curry sliced and shook through the lane to convert three straight layups, capping the brief burst with a no-look reverse off his left hand. The Warriors were outshot 60 to 47 percent in the first quarter, though they still led 27-26 in large part because of six turnovers by Oklahoma City.

Durant stayed on the offensive and pushed the pace. He got past Landry for an uncontested dunk after the Warriors forward tweaked his ankle preparing to defend Durant, who also made a 3-pointer and a pair of free throws during a 10-3 run that put the Thunder ahead 45-38 midway through the second quarter.

Durant and Curry continued to dazzle for their teams in the second half, each with a spectacular score on one end only to have the other come back even stronger. At one point, the 6-foot-9 Durant covered the diminutive point guard, chasing him around screens all over the perimeter.

No matter.

Curry kept on coming, and so did the Warriors, who went up 72-68 when Curry banked in a shot while getting fouled by Westbrook to start a three-point play in the third quarter. Curry shook his shoulder in celebration, not quite the shimmy his coach, Mark Jackson, often displayed during his playing days ? but close.

NOTES: Jackson said he'd like to see the NBA use a combination of votes from fans, players and coaches to fill out the All-Star rosters. "It's not just picking on anyone in particular, so take it the right way, but the Lakers should not have two starters in the All-Star game," Jackson said, referring to Dwight Howard and Kobe Bryant. As of now, fans select starters and coaches vote for reserves. ... Oklahoma City is 6-3 on the second night of back-to-back games this season. ... The Thunder are 2-2 on their season-long six-game trip.
