Linguists offered Romanian | The Oxford Student

Oxford University students will be able to study Romanian for the first time, thanks to a lectureship funded by the Romanian Ministry of Education.

The lectureship in the Romanian language ? the first of its kind in the UK ? was officially launched by the Romanian ambassador to the UK, Dr Ion Jinga, on 29th October at the Faculty of Linguistics, Philology and Phonetics. The lectures themselves will be run by Oana B?rbulesc-U?? , a specialist in linguistics at the University of Bucharest.

At the opening ceremony, Professor Martin Maiden, a lecturer of linguistics at Oxford University, talked about his own experience learning the language, which he said used to seem ?unattainably distant and exotic?, and recalled his excitement at being able to take Romanian classes as an undergraduate at Cambridge.

He commented on the ?crucial role of contact with highly educated, highly qualified, native speaker lecturers in developing understanding of the language and its history.?

Despite Romanian being a vital reference point in the comparative study of Romance languages, and particularly in the field of linguistics, this is the first time it has been formally offered at Oxford, where students will now be able to take extra classes in it, and even take an exam in Romanian Language and Linguistics? as part of a Modern Languages degree.

Professor Maiden spoke about the fascinating nature of Romanian, due to its ?unique and wonderful mix of the strange and the familiar?, following centuries of isolation from Western Europe, cut off from the Roman Empire at an early stage.

He looked forward to the introduction of the Romanian course; an enthusiasm clearly shared by Oxford?s students, more than 20 of whom have already signed up for the classes.

Modern Languages students seemed interested in expanding their repertoire of languages, and second-year Lincoln linguist, Natalie McKenzie-Buksh, said she would be keen to sign up for the course. She added: ?This is a really exciting prospect; linguists are always looking for new challenges and it is always fascinating to see the links between different languages.?

Rosanna Forte, a second-year German and Italian student at St Hilda?s, said that ?Romanian is particularly interesting for students of Italian because of the close linguistic connection between the two. So it provides a useful comparison with the language you?re studying for your degree whilst simultaneously allowing you to explore one with a completely different cultural history.?

Spanish and Portuguese fresher Eleanor Rowbottom commented: ?The range of languages available to study in Oxford is already very wide, so the addition of Romanian is fantastic. Learning languages is important to really understand and participate in other cultures, as well as increasing the opportunities available to you around the world in both work and leisure.?

In addition to offering linguists fresh opportunities, the lectureship marks an important step forward in relations with Romania. Lincolnite Andrei Piroi, one of Oxford?s 82 native Romanian students, was enthusiastic about the interest in the new course. He felt it would be beneficial for linguists to study the language due to several unique aspects, such as its phonetic nature and slightly different alphabet, as a result of influence from Hungarian and Slavonic languages.

He also hoped the lectureship would increase interest in Eastern Europe, in particular the rich history and culture of Romania, which up until now he felt has often been seen as an ?isolated Latin island.?

Both UPS's DIAD V and FedEx's Star IV/PowerPad handheld computers incorporate Gobi radio technology. Manufactured by Qualcomm, the technology allows a single device to communicate over both Code Division Multiple Access (CDMA) and General Packet Radio Service (GPRS) networks.

Here's how it works: Companies that are using computers in conjunction with Gobi-enabled radios can develop algorithms to evaluate the device's activity on the wireless network, considering factors such as signal strength and data-throughput speeds, said Greg Payne, senior manager, mobility systems at Honeywell Scanning and Mobility of Fort Mill, S.C., which makes UPS's DIAD V. If performance on the GPRS network, for example, drops below a certain threshold, the device would power off the GPRS radio and then try to connect to a CDMA network.

"That all happens behind the scenes, so the user would never know that it's jumping from one network to the other," Payne said.

UPS used to give each driver a DIAD containing either a GPRS or CDMA radio, depending on the coverage in the driver's area, said Todd Brown, project manager at UPS. "If you needed a different radio, you would have to send the unit back to get a different radio put in, or we would send you a different terminal." The Gobi radio has eliminated the need for those kinds of changes.

Most of FedEx Ground's data traffic to and from the field travels over AT&T's GPRS network, said Ken Spangler, the business unit's senior vice president of information technology and chief information officer. But the Gobi provides other options in areas where AT&T's coverage isn't sufficient. "We put [the radio] on whatever network is appropriate," Spangler said.

Obama sticks to guns on tax hike for wealthy

Updated at 2 p.m. ET -- At a campaign-style event at the White House Friday, President Barack Obama invited congressional leaders to the White House next week for talks on how to avoid spending cuts and at least some of the tax increases scheduled to occur in January. But he insisted that tax increases on the wealthiest Americans must be part of any deal.

NBC's Brian Williams anchors President Obama's first post-election appearance, in which he calls on Congress to work with him to avoid the fiscal cliff and get the economy moving again.

In a statement at the White House, Obama indicated he will meet with Senate Majority Leader Harry Reid and House Speaker John Boehner next week "so we can start to build consensus around the challenges that we can only solve together."

The president was referring to $64 billion in automatic spending cuts that will take effect in January if a deal cannot be reached. Those cuts are mandated by the Budget Control Act that Obama signed into law last year.?

In his first White House appearance since defeating Republican Mitt Romney in Tuesday's election,?Obama said he was "open to new ideas" to avoid?what is known as the ?fiscal cliff.??But he also dug in his heels by insisting that additional revenue be part of the solution.

??We can?t just cut our way to prosperity,? he said, adding that he would insist that ?the wealthiest Americans to pay a little more in taxes? ? a line that drew applause from the group of supporters standing behind him on stage. ?Obama defines "the wealthiest Americans" as single taxpayers earning more than $200,000 a year and couples with annual earnings in excess of $250,000.?

And he claimed?an election mandate, saying,??On Tuesday night we found out that the majority of Americans agree with my approach.??


Obama also repeated many of the themes of his re-election campaign speeches in Friday?s remarks ? such as his view that more federal infrastructure spending is needed.

Obama did not take any questions.

Budget analysts call the combination of automatic spending cuts and tax increases set to occur at year end the fiscal cliff.

As part of an agreement to avoid the fiscal cliff, Obama and congressional leaders must also agree how much taxes ought to go up and which taxpayers will be hit by tax hikes. According to the Congressional Budget Office taxes will increase by more than $400 billion in 2013 under current law.

Adding to the pressure to design a deal that would avoid the fiscal cliff, the CBO on Thursday repeated its previous warnings that the spending cuts, combined with scheduled tax increases, would probably cause a recession next year.

Specifically the CBO said in its Thursday report that the tax increases and spending cuts would cause the unemployment rate to rise to 9.1 percent by the fourth quarter of 2013, compared to a jobless rate of 7.9 percent in October.

In a video released by the Obama campaign, a tearful president thanks his campaign workers before he sets off to tackle second-term issues including taxes, the debt and replacing as many as five high profile secretaries in his Cabinet. NBC's Chuck Todd reports.

The tax increases would raise the average tax burden by almost $3,500 per taxpayer in 2013, according to According to the Tax Policy Center. This would happen because the current income tax rates and some tax breaks are scheduled to expire or shrink on Dec. 31. Among them, the popular middle-class tax break, a $1,000-per-child tax credit for each child age 17 and younger, would be cut in half.?

In addition, starting on Jan. 1, the Affordable Care Act imposes a $20 billion tax increase on people with incomes above $200,000, or $250,000 for joint filers.? Adding to the tax increase, a temporary reduction in the Social Security payroll tax is set to expire at year end.

The president has argued for raising taxes on Americans with incomes over $200,000 and over $250,000 for married couples who file jointly.

But the exact mix of tax increases and who must pay them will be the subject of intense negotiations between the president and congressional leaders over the next few weeks.

Before February Obama and congressional leaders must also work out a deal to raise the federal government?s borrowing limit.

After re-election, House Speaker John Boehner says he believes the House GOP and President Obama will find common ground "to avoid the fiscal cliff." Boehner is also talking less harshly about the president's signature health care law.

In a press briefing Friday morning, Boehner said he is willing to work with Obama and congressional Democrats, but remains opposed to raising the tax rates for any Americans.

?The members of our majority understand how important it is to avert the fiscal cliff,? he said. He sketched out his opening bargaining position: Extend current tax rates for one year, allowing Congress time to entirely redesign the tax code, eliminating some tax deductions and preferences ? and pass ?entitlement reform.?

He made the case that ?by lowering rates and cleaning up the tax code we know that we?re going to get more economic growth. It?ll bring jobs back to America ? it?ll bring more revenue.?

The revenue question is crucial: Because the U.S. economy remains anemic, federal revenue has still not reached its pre-recession peak. While revenue increased for third consecutive year in fiscal 2012, it is still 5 percent below the 2007 peak.

Boehner warned about the spending pressure from growing entitlement programs: ?We?re spending a trillion dollars more than what we take in. You can?t continue to do that. This is year two of a 25-year demographic bubble. ?. Ten thousand Baby Boomers like me retiring every day.?

He said ?everything on the revenue side and on the spending side has to be looked at.?

Obama and the Democrats go into the bargaining over fiscal policy with voters having given them a stronger bargaining position.

In Tuesday?s balloting, Democrats scored a net gain of at least six seats in the House, which was better than most analysts had predicted, and they exceeded expectations by gaining two seats in the Senate, dashing GOP hopes for a takeover of the upper chamber.

But Boehner said Tuesday that ?The American people re-elected a Republican majority (in the House) and I?m proud of the fact that our team in a very difficult year was able to maintain our majority.?

But showing that the election outcome had altered his strategy, Boehner signaled a retreat Thursday from Republican calls for total repeal of the Affordable Care Act.

?I think the election changes that,? Boehner said in an interview with ABC News. ?It's pretty clear that the president was re-elected, Obamacare is the law of the land.?

But he added, ?I think there are parts of the healthcare law that are going to be very difficult to implement. And very expensive. And as the time when we're trying to find a way to create a path toward a balanced budget everything has to be on the table.? The speaker may try to make rescinding parts of the law an ingredient of any deal he tries to strike with Obama and Reid.

Flurry Signs 1,000 App Publishers To AppSpot Mobile Ad Targeting Platform In ~Three Weeks, Average eCPM Of $5.80 For First 500 Apps

BC Government Announces Funding To Help Strop Crime Against ...

SURREY ? Groups working to keep youth out of gangs, young women out of human traffickers? hands and violence out of family homes are among those invited to share up to $1 million ? all of it proceeds forfeited as a result of unlawful activity.

The latest round of grants from B.C.?s successful civil forfeiture program will focus on preventing youth involvement in crime, combating human trafficking and sexual exploitation, preventing family violence and violence against women, and community crime prevention. Application process details will be available Nov. 14 at: www.pssg.gov.bc.ca/crimeprevention/grants/index.htm

Government?s civil forfeiture special account has supported safe communities and strong families through similar grant programs in the past. For example, projects funded through a $5.5-million program at the end of 2011-12 have worked to:

  • Raise awareness of the dangers of the drug Ecstasy.
  • Support restorative justice training throughout B.C.
  • Build awareness about domestic violence among school-aged children.
  • Prevent violence against women and children, including those in abusive relationships.
  • Counter youth gang involvement, human trafficking and sexual exploitation.
  • Fund police training and equipment to aid local crime prevention efforts.

Today?s announcement was held in conjunction with School District 36, which received a $210,000 grant earlier this year for its Diverse Youth Gang Prevention and Intervention Program. This partnership with Surrey RCMP and the City of Surrey has focused individualized plans on all aspects of youths? lives, including their academic and home circumstances, as building blocks toward a crime-free future. Youth involved were previously assessed as at highest risk based on Surrey RCMP and school district data.

B.C.?s self-funding Civil Forfeiture Office (CFO) has taken in approximately $28.7 million since 2006, including more than $10.8 million last year. The office counters the profit motive behind much unlawful activity, filing civil court actions against property that is alleged to be a tool used to further unlawful activity or a proceed of it.

Sprint pays US Cellular $480 million for Midwest spectrum and customers (update 2: 980 jobs lost)

Sprint has cemented a deal with US Cellular to pick up its PCS spectrum and around 585,000 customers across the Midwest. The deal will land the newly-owned company 30MHz within the 1900 MHz band across Illinois, Indian, Michigan, Missouri and Ohio, with the carrier stating that it'll be putting the extra spectrum to use augmenting its coverage while it continues to roll out 4G.

US Cellular will apparently continue business elsewhere, once the deal passes regulatory approval some time year, stating that it aims to "increase focus on markets where it has strong positions" and "streamline operations" -- probably involving its own 4G expansion plans.

Update: There's a gray cloud to the silver lining. US Cellular warns that over 1,000 jobs will be cut as part of the network handover, most of them a mix of corporate and retail staff based in Chicago. It also says that the network offload reflects the challenges it has getting customers in larger cities: they're both more expensive up-front and generate twice as much subscriber turnover as in less densely-packed areas. The Sprint deal should wrap up by mid-2013 if all goes according to plan.

Update 2: US Cellular has revised its own job figures and now says the exact tally is 980. While it's only so much comfort to those affected, the exact amount is slightly more reassuring.
