Nerve and muscle activity vary across menstrual cycle

ScienceDaily (Oct. 10, 2012) ? Numerous studies have shown that female athletes are more likely to get knee injuries, especially anterior cruciate ligament (ACL) tears and chronic pain, than their male counterparts. While previous research has focused on biomechanical differences as the main source of these problems, a new study suggests another distinction that could play a role: changes across the menstrual cycle in nerves that control muscle activity. The finding may eventually lead to new ways to prevent knee problems in female athletes.

Matthew Tenan, Yi-Ling Peng, and Lisa Griffin, all of the University of Texas-Austin, and Anthony Hackney, of the University of North Carolina-Chapel Hill, measured the activity of motor units -- nerve fibers and the muscles they control -- around the knees of female volunteers at various points of their menstrual cycles. They found that these bundles had firing rates that were significantly higher in the late luteal phase, about a week before a woman's next period, compared to earlier in the menstrual cycle. This difference in firing rate could affect the stability of the joint, potentially affecting its susceptibility to injury.

Their poster presentation entitled, "Maximal Force and Motor Unit Recruitment Patterns are Altered Across the Human Menstrual Cycle," will be discussed at The Integrative Biology of Exercise VI meeting being held October 10-13 at the Westin Westminster Hotel in Westminster, CO. This popular meeting is a collaborative effort between the American Physiological Society, the American College of Sports Medicine and the Canadian Society for Exercise Physiology. The conference is supported in part by the National Institute of Arthritis and Musculoskeletal and Skin Diseases, an institute of the National Institutes of Health, GlaxoSmithKline, Inc., Stealth Peptides, Inc., and Seahorse Biosciences.

More Than Biomechanics?

Differences in muscle structure around female athletes' knees have typically gotten the blame for disparities in knee injuries between the sexes, especially for athletes who play sports such as soccer or basketball that involve a substantial amount of knee twisting, turning, and jerking, says study leader Tenan. However, he adds, it's been unclear whether other factors, such as differences in motor unit firing patterns, might also play a part. Since female athletes' hormones fluctuate across the menstrual cycle, Tenan and his colleagues decided to investigate whether these changes affect motor unit activity.

Working with seven female volunteers, all between the ages of 19 and 35, the researchers asked these study participants to chart their menstrual cycles using basal body temperature. This method involves taking body temperature every morning upon waking over the course of the menstrual cycle. Because temperature increases slightly after ovulation (the luteal phase), then dips to pre-ovulation temperatures just before the start of a new cycle (the follicular phase), it's possible to track where each volunteer was in her menstrual cycle on any given day.

The researchers also asked each volunteer to visit their facility five different times at various points of the menstrual cycle. At each visit, they inserted a fine wire electrode, no thicker than a human hair, into two muscles around one of each of the volunteers' knees. The women then did knee extensions while the researchers used these electrodes to measure the activity of motor units in those muscles.

Avoiding Injury Results showed that motor unit firing patterns varied significantly across the menstrual cycle. Most notably, Tenan and his colleagues found that the rate of firing jumped in the late luteal phase compared to rates earlier in the cycle. Though they're not sure whether these results coincide with a difference in knee injury rates at different points in the menstrual cycle -- a topic for future research. Tenan notes that changes in motor unit activity could make women more vulnerable to injury in general.

"Our results suggest that muscle activation patterns are altered by the menstrual cycle," he says. "These alterations could lead to changes in rates of injury."

The findings, he adds, could prompt a closer look at the neuroendocrine system in addition to biomechanics as a possible cause for knee injuries in female athletes -- potentially leading to new ways to help female athletes avoid these problems.

Q: What are the disadvantages of buying foreclosures? - Nuvia ...

A: Buying directly at a legal foreclosure sale is risky. Among the disadvantages:

There is no financing. You need cash and lots of it.

The title needs to be checked before the purchase. If not, you risk assuming a seriously deficient title.
It may not be possible to inspect the property?s interior before the sale. So you have no idea of the property?s condition.

Foreclosures are routinely purchased ?as is,? which means you cannot go back to the seller for repairs.
Also, estate and foreclosure sales are the only property sales that are exempt from some state disclosure laws. In both instances, the law protects the seller ? usually the heir or financial institution ? who has recently acquired the property through adverse circumstances and may have little or no direct information about it.

Why it's finally time to ditch Windows XP

1 day

When Microsoft introduced Windows Vista in 2007, many people refused to make the switch from Windows XP, an operating system they liked a lot.

Windows XP still has a legion of devoted users who've stuck with the old system, despite all the bells and whistles and improved security of Windows 7. Some of those users would probably prefer to avoid Windows 8 as well.?

However, Microsoft rained on the XP users' parade when the company announced it would be ending its support for the aging OS by April 2014.

That means there will be no more upgrades for XP, and no more security patches.

[ Windows 8's New Security Features Explained ]

Withdrawing the troops
That's very bad news for anyone who uses XP, according to Fortinet Research's Stefanie Hoffman.

"Legacy XP systems will become increasingly vulnerable to zero-day attacks and other security threats," Hoffman wrote in a recent blog posting. "The sudden absence of support for XP leaves a void that will likely be filled by a slew of old and/or soon-to-be-discovered vulnerabilities and subsequently give rise to a new crop of security exploits that specifically target these legacy systems, which are now devoid of security updates or support."

Fortinet investigated just how dangerous older and/or outdated operating systems can be to computers. The threat team checked its database for malware snapshots on the same date every year over the past 13 years ? during which Windows 2000, XP, Vista and 7 were released ? and found that older operating systems typically have more exploit activity.

That's partly because malicious code and exploit kits for older systems have more time to circulate and mature. It's also because the security on newer operating systems is simply better.

As Hoffman pointed out, "It's also harder today to get a working rootkit for Windows 7 than Windows XP thanks to Microsoft technology such as PatchGuard, which protects the kernel of an operating system from being unduly modified."

Here come the barbarians
So what can XP users expect if they decide to avoid an upgrade to Windows 7 or 8, or wait until April 2014 to make the switch?

"Full-disclosure security research typically follows a certain pattern: a vulnerability is discovered by a security researcher, a bulletin is released to numerous security mailing lists outlining the vulnerability, and there is a frantic scramble for manufacturers to repair the problem," explained Dylan Evans, vice president of operations at Reveal Digital Forensics and Security in Boise, Idaho. ?

"These same mailing lists are also monitored by hackers, meaning that once a new vulnerability is discovered, there will be a rise in attempted attacks until the problem is patched entirely," Evans said.

You shouldn't be lulled into thinking that just because a new strain of malware is released, targeting a newer operating system, that your old machine will be off the hook.

"New operating system versions still reuse much of the same code, especially when considering the kernel," Evans said. "This means that newly discovered vulnerabilities have the potential to affect old operating systems long past the date that support ends for them.

"If the manufacturer doesn't repair the security hole, it is generally up to third-party security researchers to discover a patch. The average user will neither be aware of the vulnerability nor the patch due to the lack of automatic support, and this puts them at risk."

Even Mac owners need to upgrade
Windows machines get the bulk of the attention of vulnerabilities in operating systems, but Mac owners also need to remember that updates to the latest operating-system versions are equally important to their security.?

"On the Mac OS front, the newest versions, Lion and, more recently, Mountain Lion, have made moves that showed that Apple was more serious about security," said Ryan Permeh, chief technology officer at Newport Beach, Calif., security firm Cylance.

"With the Lion release, Apple started to use an app store model similar to their iDevices. This allows a control point for getting updates, and offering a degree of quality control on the software that is offered," Permeh said.

"Additionally, in Mountain Lion, they implemented a new system called Gatekeeper as a default protection mechanism. Gatekeeper ensures that applications that run must be signed by an appropriate signing vendor. This ensures that rogue applications do not run."

In the end, said Evans, the same very important rule of thumb applies to any piece of software, whether it's an operating system or an anti-virus program: stay current.

"When you can't stay current anymore, like when a manufacturer drops support for an old OS," Evans said, "you absolutely need to upgrade if you plan on keeping your personal information safe."

SpaceX Successfully Sends Its Dragon Spacecraft On Its Maiden ISS Resupply Mission

dragonlauncheBay founder Elon Musk’s SpaceX sure has come a long way since its rocky beginnings — a string of early launch failures threatened to ground the project permanently. Thankfully, they soon gave way to smooth sailing for the skyward venture, and today marks yet another successful launch to add to the SpaceX scrapbook. Just a little while ago,the company’s unmanned Dragon capsule (perched atop SpaceX’s Falcon 9 rocket, naturally) blasted off from Cape Canaveral, Florida on the first of twelve missions to resupply the International Space Station. Of course, the space buffs among you (there have to be at least a few, right?) will remember that this isn’t SpaceX’s first trip up there — the company made history earlier this year when its Dragon capsule successfully latched onto, and docked with the International Space Station. It’s the first time that a private spacecraft has ever done so, but now that SpaceX has proven that the feat is possible, it’s time to get some work done. Unlike the empty Dragon capsule that docked with the ISS last May, this one is loaded up with about 1,000 lbs of cargo and consumables for the station’s crew (not least of which is the onboard store of chocolate and vanilla ice cream). SpaceX’s paycheck for this and its next twelve trips up there? A cool $1.6 billion — not too shabby, especially considering the company’s last big deal with satellite communications provider Iridium netted SpaceX $492 million. I’m sorry to say that the fireworks display that was the vehicle’s launch is already over, but there’s still quite a bit to keep your eyes peeled for in the days to come. The Dragon is currently cruising along in its target orbit, while the crew aboard the International Space Station prepare to receive it this Wednesday.

Asia-Asia-Pacific World Sport and Women Conference 2012 | Kate ...

Before I begin today I would like to acknowledge the traditional owners, the Wurundgeri People, of the land on which we meet and I pay my respects to their elders past and present.
?
Her Excellency, Governor General Quentin Bryce;
Ms Margot Foster, Chair?
Ms Patrizia Torelli, President of the World Sport and Women Organising Association Inc;
Mr Bernard Salt
Mr Ken Jacobs, Advisory Board Member
Conference delegates, including sport administrators from across the Asia Pacific Region;
Industry and Community leaders
Ladies and Gentlemen
?
It is an honour to be here today at the 2012 Asia Pacific World Sport and Women Conference and to be in a room with so many inspirational women and men. ?
?
Firstly, thank you for your commitment to promoting gender equality and women?s sport. The work all of you do in your own sectors is vital as we continue the fight for equality.
?
2012 has been a fantastic year for women?s sport. ?The focus on the performance of female athletes at the London Games was as universal as it was strong.

The female members of our Australian team at the recent London Olympic and Paralympics really flew the flag for Australia, achieving personal bests, winning medals and representing our nation with pride. ?
?
Their achievements rank along with the multiple world championships won throughout the year. Perhaps most importantly was the proliferation of articulate and inspiring role models for women of all ages that achieved high profiles through the year in Sport.
?
As a Senator in the Federal Parliament for 16 years now, it is an honour to continue the work of generations of women to improve the status of women?s sport in Australia.
?
This work included being a member of the Senate Environment, Communications, Information Technology and the Arts References Committee?s inquiry into women in sport and recreation in Australia in 2006.
?
Over six months, the committee interviewed and listened to hundreds of people all around Australia and formulated the ?About time? Women in sport and recreation in Australia report.
?
Not surprisingly, not much had changed since ?An Illusory Image? by Murray Phillips was published in 1996 which was the most useful Australian reference point for a comparative analysis.
?
It was six years ago that ?About Time? was published. ? Today, I will be announcing new initiatives as part of the Government?s long awaited response as well as reflecting on the Labor ?Government?s work to date. The Government will be formally tabling our response to this Report in the coming week.
?
First, I would like?to take stock of the developments in sport since 2006.

There is growing public awareness regarding the role of organized sport and recreation in tackling obesity and a growing trend of sedentary lifestyles, improving well being, physical health generally and importantly, mental health.

There has been a significant strengthening of sport a platform for social inclusion. I see this most clearly in my role as Minister for Multicultural Affairs. We have funded the new Multicultural Youth Sports Partnerships program and I have made the observation that it is through sport that often young refugees and migrants kids make their first friends outside of their family.
?
The professionalisation of the large commercial sports continues apace.

And social media has created new and exciting dimensions to the sport experience.

There are substantial developments in the fight against performance enhancing drugs and Australia is leading the way in the fight agains match-fixing and corruption in sport in partnership with the states.

Recently we have had two $1 billion plus television rights deals for the AFL and NRL, a $2 million man in the A-League but we still have broadcasters trying it on with women?s sport to pay for production costs.
?
But we haven?t seen much progress on what?s recognized as a vicious cycle of the lack of media coverage, which limits sponsorship and hinders revenue growth in sports that women play.

So,mback to the ?About Time? Report: First and foremost we recognised the need for better information, better data and stats to inform policy makers.
?
A recommendation of the report was for the Australian Sports Commission to replicate the surveys and analysis performed in the 1996 Philips report.
?
The report showed that in 1996, commercial television coverage of women?s sport was just 0.2 per cent, with non-commercial being at 20 per cent.
?
In 2008-09 the revised statistics show that overall we have improved, but not by much, total coverage on television is still only 8.7 per cent.
?
However, an interesting outcome showed that while in 2008/09 women?s sport only a minor place in TV coverage during the 2008 Beijing Olympics women?s coverage received 39 per cent of coverage, with mixed sport, equestrian and the like, receiving 19 per cent.
?
So why is it once the Olympics and Paralympics are switched off, the gender stereotypes are switched back on? ?I must admit I am still perplexed as to why the ratings received during the Olympics do not change the mind of our broadcasting corporate decision makers.
?
It goes like this: women?s sport needs sponsors to earn revenue to grow. ?Sponsors won?t come without exposure. Without an opportunity to broadcast there is no exposure, thus no sponsors and no revenue. ?
?
Without revenue there is no ability re-invest in the grassroots of the sport, the players and the coaches. It takes away from the professionalisation of the sport and opportunities for future growth, not to mention a living wage for female athletes.
?
Further, the content itself creates a revenue stream for the broadcasters through advertising. ?With a growth in advertising the rights of the broadcast values increases and the sale of the broadcast rights become an additional source of revenue for the sport.
?
The key is the editorial decision the corporate decisions-makers make within broadcasters to invest and develop the content. ?
?
It is because of these questions still being raised and the hard evidence provided, that my predecessor, Mark Arbib, launched the Women in Sport Media grants in 2010.
?
The grants continue this year for an additional 2 years with more than $2.3 million available and a direct focus on 11 sports to improve the coverage and content value of women?s sport on Australian television.
?
The issue of commercialisation is prevalent in women?s sport and I will reflect further on these issues shortly. First, I want to put these challenges into its broader context.
?
The Gillard Government recognises that gender inequality is not a problem restricted to the sporting world. ?
?
In 2012 we still fight the battle for equality and the tide is changing and with the vocal support of many, including prominent Australian men, we are moving in the right direction.
?
As a Government, I am extremely proud of our record on promoting gender equality. ? We have committed to a minimum target of 40 per cent representation of women on government boards.
?
Reforms to the Equal Opportunity for Women in the Workplace Act will drive improved gender equality in the workplace. ?
?
We supported the historic pay equity decision to improve the wages of Australia?s lowest paid workers in the social and community sector, which are mostly women.
?
As a Government, we will contribute to the public sector component of this celebrated outcome.
?
And we championed one the most historic reforms of the Labor Government with the introduction of Paid Parental Leave to support new mothers and enable them to maintain an attachment to the workplace.
?
Our female Cabinet Ministers are excellent role models to all Australians in their promotion of gender equality in their respective portfolios.
?
Within my own portfolio I am pleased with the progress and proud of the achievements and focus to date, however, there is always more to be done.
?
In addition to the Women in Sport Media Grants, one of my first announcements as Minister for Sport was with my colleague, the Minister for the Status of Women, Julie Collins, encouraging women to apply for grants under the Sport Leadership Grants and Scholarships for Women program.
?
Through these grants women in sport are provided with opportunities to undertake training to reach their leadership potential.
?
Successful applicants can receive up to $5000 as an individual or $10,000 as an organisation and they are awarded for coaching, officiating, governance, management and administration and communications, media and marketing.

The Sport Leadership Grants and Scholarships for Women program and the Women in Sport Media Grants responded to recommendations 14 and 17 of the About Time Report.
?
However many of the other recommendations that formed the conclusion of the report are still matters for concern.
?
Many require engagement and commitment by a range of stakeholders, including National Sporting Organisations, State sports bodies and community clubs as well as State and Local Governments.
?
The Australian Sports Commission currently has approximately 280 women on scholarships at the AIS and more than $4 million was provided in 2011/12 through the Direct Athlete Support scheme to our female elite athletes, representing about fifty percent of which is great to see and as we would hope and expect.
?
However the support for women needs to improve beyond the area of grants and AIS scholarship positions.
?
With the in-principle support of the new ASC chair, John Wylie, I have asked the Australian Sports Commission Board and the Commission to establish a new unit designed to further improve progress on this front.
?
It is my hope that the unit will act as a central point for all National Sport Organisations andnother stakeholder bodies to seek advice, guidance and support on the promotion of women?s sport and gender equality.
?
I am keen for it to have a focus on the commercial opportunities of women?s sport and to work with National Sporting Organisations to break the vicious cycle that hinders TV coverage, sponsorship and revenue growth in women?s sport.
?
This includes working with sports to maximise the benefits for the recipients of Women in Sport Media Grants and the Sports Leadership Grants and Scholarships for Women.
?
I can envisage the unit will continue to strengthen the role of the Commission in ensuring that when policies and programs are developed, from the grassroots to the elite level, gender equality is considered.

Looking back again to the year the ?About Time? Report was published, 2006, lets compare the commercial markets for women?s sport.
?
There were six free-to-air networks, Facebook was only in its second year of existence, twitter had just been created and Foxtel?s market reach, including wholesale customers was close to 1.5 million people.
?
In 2012 the media landscape has changed dramatically.
?
We now have 16 free to air channels, foxtel?s subscriber base, including wholesale customers is close to 1.7 million people and Facebook and twitter are now mainstream forms of communication.

And the Federal Labor Government has begun the construction of the National Broadband Network, making universal high speed communications part of everyone?s future.
?
Back in 2006, it was hoped that the advance of digital TV and multiple channels would increase the avenues available for women?s sport to be broadcast on free to air TV.
?
But again, this seems to be an opportunity that has slipped us by.
?
We know that when presented with the opportunity viewers vote with their remotes. ?
?
There are the well known examples of the 2008 Silver Ferns v. Diamonds game out-rating a Bledisloe Cup decider between the Wallabies and the All Blacks and the Commonwealth Games gold medal netball match drawing 3 million views, again between the Diamonds and Silver Ferns. ?
?
In 2011, the women?s football World Cup final between the United States and Japan created a social media record with 7,196 tweets per second being recorded. ?
?
It is clear that when given the means to watch women?s sport viewers turn it on, but it is providing viewers with this opportunity that is the hardest part of the battle.
?
And I must highlight an important distinction. ?This is not just women watching women?s sport, the campaign we must continue to have is about promoting a sport that while is played by women, is viewed and supported by all.
?
This is an important distinction which extends from the lounge room to the board room.
?
In both male and female sport we need to ensure gender quality is addressed, particularly in the board room. ?As my colleague, the Minister for Finance Penny Wong has said, ?If we are not utilising the capacity and talents of over half our population, then we?re holding ourselves back?
?
Equally, the peak agency of diversity promotion, UN Women, has developed principles encouraging companies to have 30 per cent target for women in leadership or decision making roles. ?
?
As mentioned earlier, the Government is committed to a 40 per cent target on Government boards.
?
Many of our peak sporting bodies have progressed since 2006 in addressing gender equality on their boards, but positions are still in the substantial minority, with equality of board representation not yet achieved on most boards.

We can do much better than this and I commend to you the ASC Governance Guidelines and encourage continued improvement in women?s representation on boards and in management. It?s worth celebrating progress along the way and I note a few firsts in 2012 and congratulation the sports for this progress.
?
It is my hope that in the future equality and representation at the top will be reflected throughout organisations and an internal focus on the commercial value of the sport that women play will lead to better outcomes for professional female athletes and women and girls participation in general.
?
As sports lovers and active participants we need to continue to pressure broadcasters to improve their coverage of women?s sport. ?
?
However, this pressure should not be confused with subsides. If we are to improve the coverage and commercial value of women?s sport is must be done in the same as manner as its male counterparts, through a solid business case and proven and ongoing results.
?
We need our broadcasters to take a calculated risk and not only invest in the broadcasting, but the promotion of the sport within the media. ?
?
You only have to look at the work being done by Women?s Health Magazine through their promotion of the I Support Women In Sport Campaign to see how a well thought out, correctly promoted campaign can provide commercial benefit to a company.
?
The Government is firmly behind the campaign and I am proud today to announce that for the next two years the Gillard Government will sponsor the I Support Women In Sport award ceremony and in addition the 2012 ceremony will see the reestablishment of the Prime Minister?s Women in Sport Award for an athlete that has excelled in her chosen field. ?
?
The Prime Minister is very much looking forward to deciding who will be the 2012 winner, and in this fantastic year for women?s sport, particularly with the Olympics and Paralympics, it will not be an easy choice.
?
If we look at the year we?ve had to date we can see that women?s sport is moving in the right direction. Our Olympic and Paralympic heroes and now our Southern Stars show there is so much to celebrate

The opening symbol of our Olympic Campaign was Lauren Jackson and we must ensure that the traction received by our female athletes at the Olympics and Paralympics continues.
?
The majority of the stars from the Opals will be dominating in the WNBL over the summer and our best and brightest football stars will be competing in the W-League.
?
We need to continue to vote with our remote, encourage our friends and family to tune in and watch our elite women compete. ?
?
We are in an exciting time for women?s sport and we need to ensure that as many Australian?s as possible can experience it.

The inspiration provided fuels the next generation of participants and it?s this complete system of Australian sport that allows us to achieve great things.

This conference is an opportunity to strengthen the status and systems for half or our population in the policy, presentation and programs of sport in Australia. Because to do so strengthens all of sport and this is good for all Australians.?

And strong sport in Australia means we can do more in our region: collaborate with our international partners; be an effective contributor to the global movement that recognises and gives effect to sport being the most effective platform for social inclusion and health and well being.

I?look forward to hearing the outcomes of this timely and important conference.?

Once again, thank you for the work you have done and continue to do.
And thank you for the opportunity to speak here today.

Careers Employment: Employment Opportunities In New York ...

The New York City is constantly getting populated, and it is ranked third when it comes to population, after California, and Texas. The rate of urbanization has been phenomenal, and the industries and the commercial centers here are the main reasons for this to happen. The increase in man power means there are a lot of opportunities in the business sectors in the state. The business gurus in New York make sure that their state looks good with all the employment opportunities.
If you want to take a dig at the employment opportunities that are beckoning you in here, then, you will just be looking at the various offers, and will not be able to choose. This place has a very good opportunity when it comes to agriculture. It is the best place when it comes to stock exchange, finance, banking, communication, and what not? This place boasts of holding the largest tourist visits, and new comers to the business stream, and opportunities.
For the young blood, the opportunities here are unlimited, and New York gives everything they want. The interviewers, counselors, and all the techies have something for the graduated youth, and they provide special development programs for the youth aged 16 - 22. The programs will later help them during employment.
Jobs are aplenty in the New York City, name it, and there will be a company offering it. Whether it is a part time, or a full time employment, New York is the safest bet, and no one leaves without a job. If you are a full time internet maniac, then, online jobs will suit you best. And there are many freelance companies that hire the part timers.
New York being the eleventh most economized state, has many firms that are of different sizes, and this place is best known for tapping the potential of any person who can actually work their way to success. The state has been in the news ever since it produced more than 650,000 private jobs, and this is the place that witnessed the WTC attack, and the place still remains on top in spite of all the conspiracies and is never short of employment opportunities.

Russian activist blames officials for threats

MOSCOW (AP) ? A pregnant Russian human rights researcher said Thursday she had received anonymous text messages threatening her life and that of her child, which she believes are linked to her work in the troubled North Caucasus region.

Tanya Lokshina of Human Rights Watch said she suspected that security officials were bugging her telephone and making the threats after she arranged a business trip to Dagestan, a mostly Muslim province of North Caucasus, last week. The unknown authors wrote she would go through "an uneasy 'birth'" and vowed to come after her in Moscow.

The Russian Interior Ministry said it had received a request from Russia's rights ombudsman to investigate Lokshina's claims and would conduct the probe.

Lokshina said the messages contained information that would be impossible to know without security services involvement, such as her due date, her unregistered home address and her relatives' travel plans.

Activists and independent journalists who worked in the volatile North Caucasus region frequently faced kidnapping, threats and even death.

Journalist Anna Politkovskaya, a fierce critic of the Kremlin and its policy of Chechnya, was gunned down in the elevator of her Moscow apartment building in 2006, and activist Natalya Estemirova, who collected evidence of rights abuses by security forces in Chechnya, was abducted in 2009 and found shot dead the same day.

And last December, Khadzhimurad Kamalov, the founder of a newspaper critical of authorities in Dagestan that reported extensively on police abuses was gunned down outside his office.

Lokshina is one of the leading experts on the North Caucasus, helping expose human rights abuses. Vowing to continue her work undeterred, she blamed the threats on the atmosphere created by new Kremlin restrictions on non-government organizations' activities, which she described as "the worst in 20 years."

Since Vladimir Putin's inauguration for a third presidential term in May, the Kremlin-controlled parliament has passed a series of repressive laws, including the one that required the NGOs receiving funding from abroad to register as "foreign agents." Putin has frequently accused nonprofits of acting as proxies for the U.S. to meddle in Russian domestic affairs.

Debate Day Arrives

By MICHAEL FALCONE ( @michaelpfalcone ) and AMY WALTER ( @amyewalter )

NOTABLES:

CONTROVERSIAL OBAMA TAPE RESURFACES: ABC's Jake Tapper reported on "Good Morning America" today that on debate eve the Obama campaign was dealing with the resurfacing of a clip of a speech from five years ago featuring then-Senator Obama suggesting the federal government discriminated against the victims of Hurricane Katrina and praising the controversial pastor Jeremiah Wright. The speech was covered five years ago, but not all of Obama's remarks. The Daily Caller posted the entire speech online last night after it was promoted heavily by the Drudge Report, and the Obama campaign is calling the video a "desperate attempt" by Romney's allies to change the subject. WATCH: http://abcn.ws/PWegV8

BUT DON'T EXPECT IT TO COME UP TONIGHT: ABC News political analyst Matt Dowd said he would be shocked if the tape came up tonight. "I think Mitt Romney would make a mistake if he brought it up" Dowd said on "Good Morning America."

FROM TEAM ROMNEY: AMERICANS WILL 'DRAW THEIR OWN CONCLUSIONS': Saying they had nothing to do with the release of the Obama video, this morning the Romney campaign is not distancing itself from it completely, ABC's David Muir notes. A campaign adviser offers this statement: "The American people will view this video and draw their own conclusions. President Obama's views shape his policies, and his policies have been devastating for our economy."

DEBATE EXPECTATIONS: WEDNESDAY MORNING EDITION: And ABC's David Muir reports from Denver that the Romney campaign thinks they have to shake things up tonight. Romney will need to do three things: Offer a blistering critique of the President; more details about his policy proposals, particularly his tax plan; and while he doesn't have to win a charm contest, he does need to connect with Americans on a personal level. WATCH: http://abcn.ws/SoLgtl

SNEAK PEEK: NEW FROM JAKE TAPPER: On the third anniversary of the attack on Combat Outpost Keating in Afghanistan, we present an excerpt from ABC News senior White House correspondent Jake Tapper's forthcoming book, "The Outpost: An Untold Story of American Valor" (Little Brown & Company), due out November 13, which tells the story of that battle and the brave troops who served and sacrificed at that camp. The backstory: "At 6:00 a.m. on the morning of October 3, 2009, Combat Outpost Keating was viciously attacked by Taliban insurgents. The 53 U.S. troops, having been stationed at the bottom of three steep mountains, were severely outmanned by nearly 400 Taliban fighters. Though the Americans ultimately prevailed, their casualties made it one of the war's deadliest battles for U.S. forces. And after more than three years in that dangerous and vulnerable valley a mere 14 miles from the Pakistan border, the U.S. abandoned and bombed the camp. A Pentagon investigation later concluded that there was no reason for Outpost Keating to have been there in the first place." Read the excerpt: http://on.fb.me/O4J8nZ

COUNTDOWN TO ELECTION DAY: There are 34 days to go until Nov. 6, 2012. Here are the ABC News battleground state rankings: http://abcn.ws/OovnMp

THE NOTE:

DENVER - After weeks of practice by the candidates and posturing by their campaigns, debate day has finally arrived, and all that matters now is what President Obama and Republican challenger Mitt Romney do and say on the stage tonight in Denver.

There is a lot on the line for both candidates, but it's clear that Romney needs not only a solid performance but a memorable one to get the attention of voters who may either be wavering or waiting to decide which candidate to support.

There's no better evidence of that than a series of polls out this morning in three of the most important battleground states - Ohio, Florida and Virginia - all places where the president has an edge.

New NBC News-Wall Street Journal-Marist polls in those states show Obama with the lead in Ohio, 51 percent to 43 percent over Romney among likely voters. But the two candidates are in a virtual dead heat in Florida (47 percent for Obama to 46 percent for Romney) and in Virginia (48 percent support Obama compared to 46 percent who back Romney.)

Those numbers reflect the reality of Romney's path to the 270 Electoral Votes needed to win the election. It's a narrow one, and if Ohio slips away from the GOP, all roads for the Republican presidential candidate lead through Florida, which becomes a must-win.

Voters there and in every other battleground state, including right here in Colorado, will be tuning in to tonight's first of three debates at the University of Denver.

"I would like, personally, to see him stick it to Obama more," said Joannie, an Aurora, Colorado resident who told The Note that she hoped the debate will "catapult" Romney into the final month of campaigning before Election Day. "I think this debate is going to be huge."

Joannie was one of nearly 6,000 Coloradans who turned out for Romney's rally in Denver on Monday night. It was there that the Republican candidate framed the debates as a "a conversation with the American people that will span almost an entire month."

And her comments remind us that there will actually be two audiences watching tonight: The over-saturated media types who will be fact checking, analyzing and pontificating before and after the face-off and the everyday Americans, in particular the undecideds, who are hoping for their first truly unfiltered experience of this campaign.

People like Ellie, who lives in the Denver suburbs and will be watching tonight.

"I don't want to hear them talk about 'win the debate' or 'lose the debate,'" Ellie, told The Note. "I want to hear them talk about the issues."

NOTE IT!

The Note's virtual political roundtable:

ABC's RICK KLEIN: At last, as we prepare to enter the first presidential debate, agreement: The 2012 election will be a choice. That's opposed, of course, to the "referendum" Team Romney has long promised, and the fact that Romney aides agree to the "choice" construct long favored by the Obama campaign is a tacit admission that a new strategy is in order. It's late for that, yet it also could be a case of perfect timing. Mitt Romney will be on equal footing with the president tonight. If he's as direct and specific as he's promising to be - and is more of both than his rival - Romney could start the comeback he's still primed to make.

ABC's AMY WALTER: The most recent polling confirms what we've been hearing from the ground. Florida and Virginia remain tight, but Ohio continues to lean strongly toward Obama. Moreover, there's also growing evidence that Wisconsin, the state that the Paul Ryan pick was supposed to put in play for Romney, is sticking with Obama. If Romney loses both Ohio and Wisconsin, he'd have to win every single other battleground state - North Carolina, Virginia, Nevada, Florida, Colorado, Iowa and New Hampshire - to win the Electoral College and to take the White House.

BIDEN SAYS MIDDLE CLASS 'HAS BEEN BURIED LAST FOUR YEARS.' ABC's Arlette Saenz reports from Charlotte, North Carolina: Vice President Joe Biden, criticizing Mitt Romney and Rep. Paul Ryan for a plan he said will raise taxes on the middle class, instead stepped on his campaign's message by saying the middle class has been "buried" over the last four years - the time President Obama has been in office. "This is deadly earnest. How they can justify, how they can justify raising taxes on the middle class that has been buried the last four years, how in the Lord's name can they justify raising their taxes. We've seen this movie before," Biden said to a crowd of 1,000 at the Fillmore Charlotte yesterday. The Republican National Committee and the Romney campaign quickly pounced on a statement. The RNC circulated the clip and the Romney campaign called Biden's comments a "stunning admission." http://abcn.ws/QLZ8f3

NOTED: RYAN AGREES. ABC's Shushannah Walshe reports from Iowa that Republican vice presidential candidate Paul Ryan found a rare point of agreement today with his Democratic opponent, after Biden said that the middle class has been "buried" over the last four years. Ryan, on the last stop of his bus tour of this battleground state, said he and Mitt Romney agree that middle class Americans "are being buried by the Obama administration's economic failures." "Vice President Biden just today said that the middle class over the last four years has been quote 'buried' - we agree," Ryan said to a crowd in the parking lot of a campaign office. http://abcn.ws/RaGQl5

WHY IT MATTERS: Biden's comments are potentially more damaging than Obama's five-year-old Hampton College video. It reminds us of why this race is so tight in the first place. The middle class does feel like it is buried and they aren't at all confident that they can or will recover. And, neither candidate has given them much confidence that he has a plan - or a pathway - that will work.

In addition, Katersky will anchor a one-hour preview before each debate from 8:00-9:00 p.m., ET; he will be joined by ABC News Radio political analysts and contributors Sam Donaldson, Steve Roberts and Trey Hardin.

FROM THE OBAMA CAMPAIGN: Deputy Obama campaign manager Stephanie Cutter presents the Democrats' pre-debate spin in a memo. Here's an excerpt: "Tonight, the President and Mitt Romney will debate each other for the first time. Both sides have worked to set expectations on their candidates - from the amount of time the candidates have spent preparing, to the number of 'zingers' Mitt Romney has memorized. But, the American people aren't going to pick the winner of this debate based on style or good attack lines. If they were, then the Republican Convention's "empty chair" moment should have been a great success. Instead, they're going to pick the winner on substance. They're looking for the candidates to lay out specific, concrete policies to move this country forward, not back to the same policies that created the crisis in the first place and punished the middle class. Tonight provides an opportunity for both President Obama and Mitt Romney to do that."

The Obama campaign also released a new web video this morning that, in the campaign's view, will explain "in detail what Mitt Romney is really saying in case he does spend those ninety minutes avoiding the facts and sticking instead to the same hollow plans he's shown us before." WATCH: http://bit.ly/POSB0e

FROM THE ROMNEY CAMPAIGN: The campaign announced today that "the Romney campaign and the Republican Team will hold 336 debate watch parties across 12 states. There will be 39 watch parties in Colorado, 30 in Florida, 38 in Iowa, 1 in Massachusetts, 37 in Michigan, 52 in Nevada, 9 in New Hampshire, 22 in North Carolina, 37 in Ohio, 24 in Pennsylvania, 26 in Virginia, and 21 in Wisconsin."

Also, the campaign released a new TV ad titled "Many Americans" that features Romney saying: "Too many Americans today are struggling - living paycheck to paycheck. More Americans live in poverty than when President Obama took office. We should measure our compassion by how many of our fellow Americans are able to get good paying jobs, not by how many are on welfare. My economic plan will get America back to work and strengthen the middle class." WATCH: http://mi.tt/SCa8rK

POLL: LACKLUSTER POPULARITY DOGS POLITICAL PARTIES. It's no party being a political party: The Democrats, while slightly more popular than unpopular, are near their record lows, notes ABC's Greg Holyk. The Republicans are underwater. And the Tea Party political movement has slipped to its weakest favorability on record in ABC News-Washington Post polls. Those lackluster results indicate the public's continued discontent, political and economic alike. They also follow allegiance: The Democratic Party's better rating reflects the fact that more Americans consider themselves Democrats than Republicans. All told, 49 percent see the Democratic Party favorably, 42 percent unfavorably - somewhat more positive than negative, but a far cry from its recent highs. The GOP, whose allegiance has waned in the past decade, gets a negative score of 39-53 percent. And just 32 percent see the Tea Party favorably, 9 points off its peak in spring 2010. http://abcn.ws/SmLUYh

OBAMA PREPS FOR DEBATE AMIDST NEVADA HOUSING WOES. ABC's Jake Tapper reports from Las Vegas: One in 402 homes in Nevada is in foreclosure, according to RealtyTrac, making this the fifth hardest hit state in the country. As the Los Angeles Times's Kathleen Hennessey notes, the Obama campaign "has set up its 'debate camp' in something of a metaphor for the nation's economic woes - and the president's challenges." In the last few weeks, previous criticisms of the Obama administration's housing program from Neil Barofsky, the former Special Inspector General for the Troubled Asset Relief Program, have been amplified by similarly harsh words in a new book from Sheila Bair, former chair of the Federal Deposit Insurance Corporation. Barofsky today told ABC News that the "administration's housing programs have been an abject failure in all but one aspect, protecting the big banks." http://abcn.ws/O3BFFG

NOTED: STUDY BREAK AT THE HOOVER DAM. ABC's Devin Dwyer reports from Nevada: It could be considered the mother of all study breaks: a 30-mile trek in a presidential motorcade to visit one of greatest feats of American public works of all time. That's exactly what President Barack Obama did this afternoon, pausing from intensive debate preparations for an hour-and-a-half excursion to the Hoover Dam. "Its spectacular and I've never seen it before," Obama told reporters from a heliport overlooking the dam. "I didn't realize it was so close by." http://abcn.ws/PMHsgk

IN COLORADO, PRESIDENTIAL RACE IS A DEAD HEAT. ABC's Russell Goldman reports: The presidential race in Colorado is close. So close that it's statistically tied. In fact, it's the closest contest in any state in the country. As President Obama and Mitt Romney square off tonight for their first debate in Denver, perhaps nowhere are the stakes higher than in a handful of counties just outside the auditorium's doors. According to a recent New York Times-CBS News-Quinnipiac poll, Obama is edging out Romney 48 percent to 45 percent, a statistical dead heat, among likely Colorado voters. Those numbers reflect an almost evenly split electorate, with one-third of Colorado voters Republican, a third Democratic, and another third independent. http://abcn.ws/SxCreP

MIDDLE CLASS TO CANDIDATES: GET US BACK TO WORK, THEN LEAVE US ALONE. As Obama and Romney prepare to face off in Denver tonight, The Denver Post's Chuck Murphy reports on the mood in Colorado: "America's next president will govern a battered and shrinking middle class. In interviews across the Front Range, a bipartisan sampling of people in that income range had a message for the candidates that transcended political ideology: Help us get back to work, then stay out of our way. The percentage of Americans who fit into the middle-income category is on a four-decade long retreat. That was exacerbated in the 2000s as median family incomes shrunk in the U.S. for the first decade since the end of World War II. In Colorado, where the unemployment rate started rising in May 2007 and has stubbornly hovered around 8 percent for the past year, the number of middle-class households has grown since 2008 - but at a slower rate than the household population overall, mirroring the national middle-class shrinkage." http://bit.ly/Qq2cvp

THREE TAX REALITIES: ROMNEY V. OBAMA V. FISCAL CLIFF. When President Obama and Mitt Romney throw their first face-to-face barbs of the 2012 campaign during tonight's presidential debate, there is one topic that is sure to cause some sparks: taxes, ABC's Amy Bingham reports. Obama's theory that "everyone should pay their fair share" will face off against Romney's belief that "lower taxes and a simpler tax code" is the way to go. Complicating the conversation is the looming "fiscal cliff" of tax hikes and spending cuts that takes effect at the end of the year unless Congress - which is bitterly divided on the correct solution - intervenes. http://abcn.ws/SorD4q

PENNSYLVANIA VOTER ID LAW BLOCKED. ABC's Ariane de Vogue reports that a Pennsylvania judge ruled Tuesday that voters there will not have to produce a photo ID to vote this November. Commonwealth Court Judge Robert Simpson issued a preliminary injunction against the state's controversial voter ID law, writing that he expected more photo IDs to have been issued to voters who need them in time for the next election. http://abcn.ws/PL6MTQ

PAUL RYAN'S WIFE RE-VISITS CHILDHOOD MEMORIES IN IOWA. The Des Moines Register's Jennifer Jacobs reports: "GOP vice presidential candidate Paul Ryan's two-day Iowa bus tour through four working-class towns along the Mississippi River became a rolling family reunion on Monday and Tuesday.?Packed on the campaign bus, telling old family stories, were many of Janna Ryan's relatives from Clinton, New Hampton, Le Claire and Muscatine, as well as out-of-state relatives, including her father, Dan Little of Oklahoma and her uncle Paul Petersen of California. The Iowa homecoming marked the first time they'd been together on the campaign trail. 'Iowa's extra special because of our family connection,' Janna Ryan said in an interview, the second of the campaign so far; the other was with People magazine with her husband. 'My dad is cute because he basically wants to go full time on the road he's so excited to be here in Iowa.'" http://dmreg.co/SBkUhl

ANN ROMNEY TAKES BIGGER ROLE. The New York Times' Michael Barbaro, Ashley Parker and Sheryl Gay Stolberg report: "Once in the background, more cheerleader than consultant, Mrs. Romney is asserting herself with new force as the campaign enters its final weeks, publicly scolding Republicans who second-guess her husband and privately pushing for ways to recast him in her own terms. She regularly sits in on high-level strategy sessions, weighs in with candid opinions for her husband and calls senior advisers to share her views, according to campaign aides, who are reluctant to discuss her private conversations." http://nyti.ms/Whnr53

REPUBLICANS IN CLOSE SENATE RACES KEEP ROMNEY AT DISTANCE. "From Boston to Honolulu, Senate Republican candidates are putting some space between themselves and their nominee as President Barack Obama opens a lead in national and state polls," writes Bloomberg's Kathleen Hunter. "In Connecticut, Linda McMahon stayed away from Sept. 30 fundraisers headlined by Republican vice presidential candidate Paul Ryan. In Nevada, U.S. Representative Dean Heller skipped a chance to share the stage with Romney at a Sept. 21 rally at the University of Nevada, Las Vegas. In a North Dakota television ad, Republican Senator Rick Berg says he will 'serve as a check on Obama's failed policies,' a phrase that skips past Election Day and Romney's chances of winning. Only one Republican in a competitive Senate race has aired a campaign ad in which he appears alongside Romney: Indiana State Treasurer Richard Mourdock." http://bloom.bg/OC1YUT
