Microsoft Surface to arrive on Oct. 26, says SEC filing

If you happened to peruse?the annual report Microsoft filed with the U.S. Securities and Exchange Commission (SEC) this week, you may notice that a rather obvious little bit of news was?confirmed?in the documents: That the Redmond-based company's?Surface tablets will hit shelves on Oct. 26, along with Windows 8.

The detail is mentioned quite casually in the report:

The next version of our operating system, Windows 8, will be generally available on October?26, 2012. At that time, we will begin selling the Surface, a series of Microsoft-designed and manufactured hardware devices.

CNET's Brooke Crothers was among the first to call attention to the line in the SEC report.?As he points out, the time frame has been suggested before, though not confirmed to the exact day. And what's frustrating is, it's still not confirmed.?

We called up Microsoft's PR folks to get the confirmation directly, but when we heard back, all the spokesperson would say is that the original statement about the Surface still stands:

When Microsoft announced the device last month in L.A., they indicated that "Surface for Windows RT will release with the general availability of Windows 8, and the Windows 8 Pro model will be available about 90 days later."

Why confirm it in investment documentation, but not confirm it directly to reporters? Regardless,?whether it hits on Oct. 26 or just after, we're looking forward to testing it out. ?

SMURF TURF

For the first time, field hockey is being played on shocking blue turf at the London games. Designers behind the idea claim the game is somehow faster on blue, made famous stateside by Boise State's football team.

Australian and South African men who played on it Monday morning say they only notice a difference when watching on TV.

The switch from green is going to take some getting used to for spectators at Riverbank Arena.

Imagine watching Michael Phelps plunge into a purple pool or LeBron James dribble on a green court.

Even more eye-opening to some was the hot pink border to the field. "It's a little bit extreme," says Andy Sugden, a Londoner.

A WAY WITH FISTS ? AND WORDS

The biggest character on the Irish boxing team is also the smallest.

John Joe Nevin, a bantamweight, is a member of Ireland's homegrown Gypsy community, known as the travellers. They're renowned for underground bare-knuckle fighting contests.

The 5-foot-9 (1.80 m) Nevin has a refreshingly direct approach both inside the ring and out.

Following his opening 21-6 win versus Denmark's Dennis Ceylan, Nevin was asked a series of increasingly intricate questions about how he managed to score particular points. One journalist, unsatisfied with the explanations, asked Nevin if he knew how the scoring system worked.

His reply: "You just want to hit him more times than he hits you, and you're grand."

ATHLETES AND SPONSORSHIP

The Twitter hashtag used by athletes upset at not being able to honor their professional sponsors is "WeDemandChange2012."

The IOC has seen the tweets and seems unmoved.

Sanya Richards-Ross is one of the U.S. athletes who are part of a Twitter campaign demanding changes in Olympic Rule 40 ? which, among other things, does not permit athletes "to promote any brand, product or service within a posting, blog or tweet or otherwise on any social media platforms or on any websites."

Asked about the Twitter campaign, IOC spokesman Mark Adams referred to the upset athletes as ones who are "lucky enough" to have high-profile sponsorship.

"This lasts for one month," Adams said. "We have a huge number, some 10,500 athletes, who understand why we do that."

Rule 40 is intended to protect official Olympic sponsors, as IOC President Jacques Rogge made clear this month: "Our position is very clear. We have to protect the sponsors because otherwise there is no sponsorship and without sponsorship there is no games."

Happy 35th Birthday, Misty May-Treanor. Don't celebrate too much, you've got an Olympic beach volleyball match against the Czech Republic at 11 p.m.

The international governing body tells us that there are six athletes in the beach volleyball competition who will celebrate birthdays during the tournament. Fellow American Jennifer Kessy turns 31 on Tuesday, when she'll play the Netherlands.

Also celebrating birthdays in the sand: Janis Smedins of Latvia (25), Paolo Nicolai of Italy (24), Stefanie Schwaiger of Austria (26) and Louise Bawden of Australia (31).

TICKETS, TICKETS, TICKETS

A large portion of Monday's daily Olympic organizing committee briefing was spent discussing one subject: tickets.

London organizers have gone to international federations to reclaim unused tickets, which have become a bit of an embarrassment because of swaths of empty seats at several venues through the first few days.

The reclaimed tickets will be sold daily on Ticketmaster ? but to Britain residents only.

"We've said from the beginning anything available will go to the British public, and that's what we'll continue to do," said London organizing committee Jackie Brock-Doyle. "Clearly the demand is there, and we don't need to worry about them not being sold. We sold 3,000 tickets overnight."

Organizers also had to open a dedicated will-call window in the athletes village because of long lines that apparently caused some parents to miss their children's swimming events on Sunday.

Organizers say that with more than 10,000 athletes to serve and the "enormous demand" for tickets, they are making adjustments as issues arise.

WHERE ARE MY KEYS?

The London Organizing Committee saw no humor in a lost set of keys that required a change of locks at Wembley Stadium.

The set of keys were misplaced before the games began, and Scotland Yard has acknowledged it is to blame.

Asked during Monday's daily briefing what had happened, LOCOG spokeswoman Jackie Brock-Doyle gave few details.

"We changed the locks," was all she offered during he formal portion of the briefing.

Asked for more information, Brock-Doyle was curt. "They got lost. I don't know. The police lost them," she snapped, then rolled her eyes. "The locks were changed. I don't know what more you'd like me to say."

BORIS GOOD ENOUGH?

The early returns are in. Britain's biggest winner from the London Games may not be an athlete, but the city's mop-haired, brilliantly bumbling mayor, Boris Johnson.

Long seen in some Conservative Party quarters as a badly concealed oddball, Johnson's political star is soaring amid the Olympic limelight. His loose-cannon loquaciousness is popping up everywhere as he offers self-deprecating jokes alongside bikini-clad volleyballers and at Queen Elizabeth's side as she tours Olympic venues.

His unique mix of qualities ? simultaneously posh and unpolished, capable of mind-boggling erudition one moment and the most crowd-pleasing barb the next ? seems to be touching a popular nerve.

The right-wing Mail on Sunday is lauding Johnson as the ultimate political exemplar of "a nation unafraid to take risks or laugh at itself." The left-wing Independent sees "the beginnings of a Churchillian stature" in Johnson and credits him with "the size of personality that is waiting for a crisis that will summon him to greatness."

And the Independent even carried a poll Monday among Conservative members identifying Boris as the party's most attractive successor to the incumbent prime minister, David Cameron.

HATS ON

After 200 years, it seemed just about time for a fresh hat for Admiral Nelson, the hero honored in Trafalgar Square.

Nelson's column, one of London's most famous landmarks, received new headgear on Monday, with a snappy bicorn made by the same company that designed hats for the admiral lo those many years ago. Lock & Co, the oldest hatter in London, decorated the hat in a Union flag and adorned it with an Olympic torch.

Nelson led Britain to victory over the combined fleets of France and Spain in the Battle of Trafalgar, but was mortally wounded in the confrontation that secured Britain's naval supremacy in 1805.

One wonders what Nelson would think of this one. Certainly more colorful this time around.

WRONG NUMBER

Tunisia may have missed out on its first medal at the London Olympics because of bad math. Weightlifter Khalil El-Maoui was in second place of the men's 56-kilogram competition after the snatch but never showed up on the platform for the second lift, the clean and jerk.

Afterward, he blamed his coach for submitting an entry weight that was 10 kilograms too high.

"It was a mistake," El-Maoui says. "I should have started lifting at 148 kilograms but my coach entered 158 kilograms by mistake."

THOSE EMPTY SEATS?

The London organizing committee spoke Sunday with International Federations about empty seats at venues, and they've reclaimed tickets that do not plan to be used.

Jackie Brock Doyle says about 3,000 tickets were given back to London organizers on Sunday night for Monday's events and promptly sold out. About 600 of those were for Monday's gymnastics session.

Brock Doyle says organizers will continue to reclaim tickets from federations each day to resell to the public.

"Everybody is giving up what they can," she says. "we are trying everything we can to make sure those accredited seats are filled."

New Zealand's hopes of qualifying for the final of the women's quadruple sculls at the Olympic rowing regatta were dashed when the oar of one of its crew broke with around 400 meters remaining in the repechage race.

The Kiwis were third at the time ? with four boats going through ? when Fiona Bourke was left stranded on Dorney Lake. They finished last, 30 seconds behind winner Australia.

Bourke looked distraught as her boat crawled past the finishing line.

New Zealand was bronze medalist at last year's world championship.

Top Syrian diplomat in London defects

LONDON (AP) ? Syria's most senior diplomat in London has defected, Britain's Foreign Office said Monday.

Khaled al-Ayoubi, the charge d'affaires in London, told officials that he wasn't willing to represent President Bashar Assad's regime any longer.

Assad's government is engaged in a battle with rebel forces; rights activists estimate the conflict in the Arab state has killed more than 19,000 people since a popular uprising began in March 2011.

"Mr. al-Ayoubi has told us that he is no longer willing to represent a regime that has committed such violent and oppressive acts against its own people," the Foreign Office said. "We urge others around Bashar Al-Assad to follow Mr. al-Ayoubi's example; to disassociate themselves from the crimes being committed against the Syrian people and to support a peaceful and free future for Syria."

Al-Ayoubi's departure represents the latest in a series of diplomatic and other defections from Assad's regime.

Al-Ayoubi joined the Syrian diplomatic service in 2001. His first posting was in Greece as consul from 2003 to 2008.

Britain withdrew its ambassador to Damascus earlier this year. Syria's ambassador, Sami Khiyami, also left London earlier this year.

McCain?s trip to publicize military spending cuts drawing scrutiny

A trip Sen. John McCain (R-Ariz.) and other GOP senators planned for Monday and Tuesday to highlight the impact of looming defense cuts has raised questions about Senate rules and propriety.

McCain and Sens. Lindsey Graham (R-S.C.) and Kelly Ayotte (R-N.H.) plan to visit Florida, North Carolina, Virginia and New Hampshire to discuss pending cuts to the Pentagon that Defense Secretary Leon Panetta has compared to suicide. ?

But some Democrats have questioned whether the trip is designed to complement the effort by Mitt Romney?s campaign to blame the $500 billion in automatic defense cuts on President Obama.

?It?s the McCain Straight Talk Express. Is he going to rent a bus?? grumbled one Democratic aide, making reference to McCain?s 2008 presidential campaign bus.

Not all Democrats are grumbling, though. Sen. Bill Nelson (D-Fla.) on Friday sent a letter to McCain, Graham and Ayotte applauding their efforts.

Debate over whether McCain?s trip is official business or a traveling political campaign has been fueled by questions over how it is being funded.

Brian Rogers, a spokesman for McCain, said the trip is being paid for with campaign funds even though it is official business. He said his boss is being careful to follow Senate rules that require campaign money to cover domestic trips outside of a senator?s home state.?

?Pursuant to the guidance of the Senate Ethics Committee, this is an official trip being paid for with campaign funds ? the recommended way to pay for travel such as this outside of a member?s home state,? Rogers said.

Rogers initially said a few Senate aides would staff the events, but that raised questions about whether aides would have to take time off to volunteer or would be allowed to use their Senate-issued BlackBerry devices.

A Rules Committee aide said late last week the GOP staffers would have to abide by strict limits.

?They are permitted to use campaign funds ? in fact, they have to since it would be impermissible use of Senate funds to pay for staff to travel to attend town hall meetings in states other than their members? home state,? said the source. ?But if these Senate staffers are used to assist in these events, they must be doing so on their own time and without using any official, Senate-provided devices, equipment, etc.?

Rogers said the trip had been pre-approved, but there?s uncertainty whether the Senate Ethics Committee or Rules Committee has jurisdiction over the issue.

After the controversy arose, Rogers told The Hill Friday evening that Senate staff would not participate in the town halls.

"We discussed the matter internally and decided that no Senate staff will be on the trip," he said.

The McCain spokesman said accusations about political motivations are unfounded, and noted the senator has invited the local senators of each state to attend the town hall events.

?This is an official trip. It?s not affiliated with the Romney campaign in any way,? he said.

Democrats are suspicious, however, because it coincides with efforts by Romney to saddle Obama and Democrats with the scheduled cuts.

Romney told the Veterans of Foreign Wars national convention in Reno this week that ?the president?s policies have ... exposed the military to cuts that no one can justify.?

He said the Defense Department would suffer ?an arbitrary, across-the-board budget reduction that would saddle the military with a trillion dollars in cuts.?

?Strategy is not driving President Obama?s massive defense cuts,? he said.

This line of attack has angered Democrats, who argue it is hypocritical for Romney to blame Obama when congressional Republicans were the driving force behind a compromise to cut $1.2 trillion from the budget, split evenly between defense and domestic non-defense programs.

As of Friday afternoon, no Democratic senator had accepted the invitation to appear with McCain, Graham and Ayotte at next week?s town halls.

Nelson pledged in a letter Friday to work with the GOP senators.

?Thank you for your efforts to warn residents in some of the states with high military employment about how automatic spending cuts at the Pentagon could harm their communities,? he wrote. ?I will work with you to put our national security and American jobs first.?

McCain, Graham and Ayotte will hold their first town hall meeting at 9:00 am Monday in Tampa to highlight ?the impact of looming defense cuts?. They will then travel to Fayetteville, N.C., and Norfolk, Va., later in the day for two more events.

The fourth town hall is planned for Tuesday morning in Merrimack, N.H.

Remember that whole Olympic spirit thing? Someone should tell Hope Solo about it.

The U.S. Soccer Team's starting goalie may have been responsible for a shutout against against Colombia yesterday, but the former Dancing with the Stars contestant didn't celebrate much afterward.

She slammed former World Cup hero Brandi Chastain instead.

Displeased with Chastain's analysis as an announcer, specifically her criticism of defender Rachel Buehler, Solo went off on a multiple-part Twitter rant against the retired player:

  • "Its 2 bad we cant have commentators who better represents the team&knows more about the game."
  • "Lay off commentating about defending and gking until you get more educated @brandichastain the game has changed from a decade ago.
  • "I feel bad 4 our fans that have 2 push mute."

Chastain is best known for nailing the World Cup-winning shootout kick against China in 1999. She's played in 192 international teams for her country and did not respond to these taunts.

Solo, meanwhile, is unafraid to speak her mind. Earlier this month, she detailed the significant amount of sex that went on in the Olympic Village four years ago.

Sony rep confirms some 2011 Xperia handsets won't be tasting Google's Jelly Bean

Some of you might be familiar with Sony's earlier struggles to successfully (and in a timely manner) deliver Google's Ice Cream Sandwich to a slew of Xperia handsets. And, as we all know, Android 4.0's no longer the freshest treat around, thus the Walkman maker will now have to answer all the Jelly Bean questions to come. The first one to do so was a resident Sony mobile expert on the company's UK Facebook page, revealing that the Xperia Arc S and the itty-bitty Xperia Mini Pro won't be receiving the latest and greatest OS from Mountain View. Meanwhile, he also stated there's nothing buttery in the works for the elegant Xperia S, though he did say "ICS should now be approved" for the device. Perhaps this is a sign it's time to start looking for an updgrade, no?

Gaming on a budget: An exhaustive guide | Techerator

Gaming is expensive, plain and simple. With the price of a new game being around $60, it?s hard to justify spending that kind of money on a new title that you really want when your budget can?t compete with it. However, with a few tips and simple methods that you can keep in mind, you?ll soon be doing some hardcore gaming with only a fraction of the cash it normally takes.

Note: When I refer to any kind of console gaming throughout this guide, I?m referring to the Xbox 360, since that?s what I use and have the most experience with. However, most of the tips that you?ll read about are easily transferable to any console.

The Number One Tip

Before I dive any deeper into this guide, the number one tip that you must remember when gaming on a budget (or doing anything on a budget) is to never pay full price for anything. If there?s one thing that you learn from this guide, I hope it?s this. There?s no reason to pay full price for something, even if it?s brand new. This might seem obvious in a way, but too many gamers will go ahead and pay $60 for a game when they easily could have gone online or waited a few weeks and bought it for less.

Find a console (or computer) for cheap

First thing?s first: You need a console (or a computer) to do your gaming on. If you already have either one of these things, skip to the next section. However, if you?re just getting into gaming for the first time (either console gaming or computer gaming) and don?t have a machine where you can stick game discs into, then you?ll want to stick around.

Gaming Consoles

There are tons of places where you can buy used gaming consoles, and some of these places I cover later in this guide, but I?ll give you a quick overview. eBay, Craigslist, and even Gamestop offer used gaming consoles. You can sometimes even buy brand-new gaming consoles at a discounted price. All you really have to do is wait for a seller who?s desperate for cash that needs to sell his just-purchased console because his car broke down. I?ve seen plenty of never-been-opened Xbox 360 Kinect bundles sell for around $250 on eBay (retails for $300), and I?ve even spotted one for $200 brand new on Craigslist.

Computers

Just like gaming consoles, there are tons of places to find used computers or even used computer parts to build your own custom rig. I?ve had great luck with eBay finding used parts for my gaming rig, and I probably spent half the cash it would?ve taken to build it brand new. However, some computer builders get nervous buying used parts from random strangers on the internet. The only solution to this is to either buy from a trusted friend, or wait for a sale at a reputable e-tailer and either buy brand new, or refurbished for an even bigger discount.

Be willing to compromise

I can tell you really want to play Forza 4, and it?s old enough now that you can get it used for around $30. But do you really need Forza 4 or could you get by with Forza 3? It would still be an excellent game and you can grab it for as low as $5 on eBay or Half.com.?One of the biggest things that you must do in order to game on a budget is to be willing to compromise. You probably don?t need the latest and greatest sequel that?s out, especially for a series that releases a new title every year. Go with a game in a series that?s a year or two old in order to save some major cash.

Be patient

This sort of goes along with compromising, but to save yourself a lot of dough, be willing to wait a few months or even a year before buying that new release ? it allows time for the used copies of a new game to start appearing on eBay and such. I can?t even tell you how much money I could have saved if I just waited to buy Call of Duty: Black Ops once Modern Warfare 3 came out. Usually when a sequel to a game comes out, you can get the prequel for a lot cheaper.

To avail these facilities, a taxpayer must visit the website www.trpscheme.com and take help of trained professionals either online or at their homes. The taxpayer can choose between 'online help' or 'home visit'.

On choosing the option of online tax help, the taxpayer can fill in his tax related query along with his contact details. The online query will be resolved by tax experts through Email or Phone within 24 hours.

The taxpayers who choose to register for home visit, will be asked to indicate in short the help required by them and a convenient date and time when the Tax Return Preparer (TRP) can visit them for assistance. The help desk will forward the query of the taxpayer to the nearest available TRP and fix the appointment telephonically. The TRP will then visit the taxpayer and render assistance. The facility is aimed to facilitate taxpayers in filing their return and thereby reducing their cost of compliance. The TRPs are allowed to collect fee from the taxpayers as per the TRP notification subject to a maximum of Rs. 250 per return preparation. The facility for home visit by TRPs has been presently made available in few cities such as Bangalore, Chennai, Guwahati, Hyderabad, Jaipur, Kolkata, Lucknow, Mumbai, New Delhi, and Patna. The facility would be extended to more cities during the next phase.

The TRP scheme call center 1800-10-23738 may be called for further information regarding these initiatives.

The Tax Return Preparer Scheme is an initiative of the Income Tax Department to help small and marginal tax payers in filing of their Income Tax Returns. States with the most homes underwater

No state has been hit harder by the housing downturn than Nevada. Between the end of 2006 and the end of 2011, home values have tanked nearly 60 percent, higher than any other state by 7.2 percentage points.

The housing market is projected?to improve in the coming years -- albeit slowly. While we are a long way to full recovery, the signs are there. Indeed, according to a?CoreLogic report?released this month, the number of underwater mortgages has declined from 12.1 million, or 25.2 percent of all mortgages, at the end of 2011 to 11.4 million, or 23.7 percent of all mortgages, at the end of the first quarter of 2012.

24/7 Wall St.: America's sickest housing markets

Of course, the recovery isn?t even, and while the housing market in some states already may be improving, other states still have a long way to go before their housing markets recover. Based on?CoreLogic?s?report on negative equity for the first quarter of 2012, 24/7 Wall St. identified the 10 states with the highest percentage of homes with underwater mortgages. The data show that the states with the most negative equity are the ones most severely affected by falling home prices during the recession.

Since the housing bubble burst in 2006, home prices have fallen by 32.6 percent nationwide. In many cases, the decline in the value of a home was so steep that the amount of debt became worth more than home?s market value.

The amount of outstanding debt compared to total property value in these states is staggering. Nationwide, the value of all mortgaged property is $12.2 trillion. Outstanding debt on those properties is $8.6 trillion. In other words, 70.5 percent of the value of all homes is in debt. In five of the worst-off states, this relationship, known as the loan-to-value ratio, is 80 percent or more. In the case of Nevada, it is an unbelievable 114 percent. Negative equity in the state is more than $13 billion greater than total property value.

Of the 10 states with the highest percentage of mortgages with negative equity, nine have among the greatest declines in home value from the fourth quarter of 2006 to the fourth quarter of 2011. All of the top seven states with the largest housing price declines are on this list, including Nevada, where prices plummeted by nearly 60 percent during that time.

Local economic hardships usually coincide with falling home prices. For example, unemployment rates are exceptionally high in these states. Six of the states on our list have unemployment rates higher than the national average, including Nevada and California, which have the first and third highest rates in the country, respectively.

Many of the states with high negative equity also have a high percentage of homeowners on the brink of losing their investment. According to April data from CoreLogic, several of these states have among the highest percentage of homes that have been delinquent on their mortgage payments for 90 days or more. Three are in the top four, including Florida, where the rate was 16.8 percent in April.

24/7 Wall St.: The fastest growing cities in America

24/7 Wall St. reviewed CoreLogic?s Q1 2012?negative equity report?to identify?the states with the highest percentage of mortgages with negative equity. We measured this alongside?a state?s total property value, mortgage debt outstanding and total home equity. We also looked at the percentage of homes with near negative equity, or homes with the value less than 5 percent more than the debt owed. Because of sample size, seven states were excluded?from the results.

These states, which include Wyoming and Vermont, account for fewer than 5 percent of U.S.? total population. In addition to CoreLogic?s data, 24/7 Wall St. reviewed a variety of additional metrics. We looked at May 2012 unemployment rates provided by the Bureau of Labor Statistics, and at median income, median home value and poverty rates from the U.S. Census Bureau for 2010. Declines in home value from the fourth quarter of 2006 through the fourth quarter of 2011 were provided?by Fiserv. Fourth-quarter 2011 delinquency (90+ days) and foreclosure rates are from CoreLogic. Forecast changes in home value by state are from Fiserv.

These are the states with the most homes underwater:

1. Nevada

  • ?Percent mortgages underwater:?61.2 percent

This has left many Nevadans owing significantly more on their homes than they are worth. The average loan-to-value ratio of a Nevada home is 114 percent, 25 percentage points higher than Arizona?s 89 percent (the second highest). In May, 24/7 Wall St. reported that 71 percent of mortgages in the state?s largest city, Las Vegas, were underwater, with values declining 63.2 percent from their peak. The state?s unemployment rate is 11.6 percent, the highest of any state in the U.S., making it that much harder for many Nevadans and dampening hopes of a quick recovery.

2. Florida

Home prices in Florida were nearly cut in half between 2006 and 2011. By the end of the first quarter, there were more than 1.9 million negative equity mortgages in the state with another 168,000 near delinquency. Homeowners in the state owe about $685 billion in mortgage payments, more than any other state except for California. Florida?s unemployment rate of 8.6 percent is above the national average of 8.2 percent, but it still could help it get out of the mortgage mess quicker than states such as California and Nevada, which have much higher unemployment rates.

3. Arizona

While states such as Arizona helped fuel economic growth in the mid-2000s with rising home values and new construction, the housing market began to hollow by 2007 and 2008. Case-Schiller predicts that home prices in Arizona will fall 9 percent in 2012, more than any other state. But other signs are pointing to an improving housing market, albeit modestly. When 24/7 Wall St. looked at underwater mortgages in March, 48.3 percent of Arizona?s mortgages were underwater, the second-highest rate in the country and nearly five percentage points higher than a quarter later. Meanwhile, total property value has risen a modest $6 billion between the fourth quarter 2011 and the first quarter of 2012, while outstanding debt has fallen by about $4.5 billion.

4. Georgia

In 2011 alone, home prices fell by approximately?12.7 percent in Georgia, more than any other state in the country. Measured from the end of 2006, home prices have plunged nearly 35 percent, and are projected to fall an additional 4.2 percent in 2012. More than 7 percent of homeowners with a mortgage are 90 days or more delinquent on their payments as of April, the eighth-highest rate in the country. In all, total outstanding mortgage debt comes to $246.5 billion, the equivalent of 84.1 percent of the total property value in the state. This is the fourth highest loan-to-value ratio in the country.

5. Michigan

The state was the only one on the list with rising home prices in 2011, with prices increasing a modest 1.7 percent. Meanwhile, Michigan?s unemployment rate of 8.5 percent ranked 12th in the U.S. in May. This is quite?the improvement from the long period -- until June 2010 -- that Michigan held the dubious title of having the highest unemployment rate in the nation, topping out at more than 15 percent at the height of the recession.

Miami said to declare "financial urgency" in talks

MIAMI (Reuters) - Miami officials, who are seeking $40 million in union concessions, plan to declare "financial urgency," which would allow the Florida city to unilaterally alter employee contracts, the Miami Herald's website said on Thursday.

Quoting Mayor Tomas Regalado, the newspaper said the declaration would be issued by City Manager Johnny Martinez on Thursday and would yield savings needed to balance the city's $485 million annual operating budget.

"The unions are not cooperating with the process," Regalado told the Herald. "We need to have a balanced budget."

Regalado and Martinez have not been available to comment on the report. Other city officials declined to comment.

Miami officials are pushing for the concessions from the city's four government workers' unions as part of a plan to plug a $60 million gap in a $485 million budget. Overtime limits for firefighters and higher health insurance contributions are among the city's proposals.

Part of the budget shortfall is caused by the scheduled expiration of temporary concessions made last year by police and other unions. Almost 80 percent of Miami's budget goes to compensate city workers.

Labor leaders told city commissioners on Thursday that Miami's unions had made substantial give-backs to help ease financial pressure on the city. Firefighters said their pay has been reduced by 35 percent in recent years, when the city declared financial urgency three times.

Miami was losing experienced workers and having difficulties recruiting new ones because of the cutbacks, union leaders said. They said the city should consider increasing property taxes that Regalado has proposed reducing.

Stung especially hard by the U.S. housing collapse, Miami used Florida's financial urgency law in May 2010 to change labor terms that saved the city $80 million. Other Florida cities, such as nearby Hollywood, have also used the law to force pay cuts on government workers.

The housing collapse has dogged the finances of local governments across the country.

On Wednesday, Moody's Investors Service put $669 million of Miami's debt on review for possible ratings cuts after federal regulators determined that city officials had misled bond investors about its finances.

Adult stem cells extracted during liposuction can be used to grow healthy new small-diameter blood vessels for use in heart bypass surgery and other procedures, according to new research presented at the American Heart Association's Basic Cardiovascular Sciences 2012 Scientific Sessions.

Millions of cardiovascular disease patients are in need of small-diameter vessel grafts for procedures requiring blood to be routed around blocked arteries.

These liposuction-derived vessels, grown in a lab, could help solve major problems associated with grafting blood vessels from elsewhere in the body or from using artificial blood vessels that are not living tissue, said Matthias Nollert, Ph.D., the lead author of the study and associate professor at the University of Oklahoma School of Chemical, Biological and Materials Engineering, in Norman, Okla.

"Current small-diameter vessel grafts carry an inherent risk of clotting, being rejected or otherwise failing to function normally," Nollert said. "Our engineered blood vessels have good mechanical properties and we believe they will contract normally when exposed to hormones. They also appear to prevent the accumulation of blood platelets -- a component in blood that causes arteries to narrow."

In this study, adult stem cells derived from fat are turned into smooth muscle cells in the laboratory, and then "seeded" onto a very thin collagen membrane. As the stem cells multiplied, the researchers rolled them into tubes matching the diameter of small blood vessels. In three to four weeks, they grew into usable blood vessels.

Creating blood vessels with this technique has the potential for "off-the-shelf" replacement vessels that can be used in graft procedures, Nollert said.

The researchers hope to have a working prototype to test in animals within six months.

U.S. Secretary of State Hillary Clinton brought more than 15,000 people to their feet today with her memories of the millions lost to AIDS and her vision to bring about an AIDS-free generation.

Speaking for the first time at the International AIDS Conference, Clinton laid out an ambitious domestic and global agenda. It includes:

  • funding to bring 600,000 more people into treatment, in addition to the 4 million already receiving antiretroviral drugs through the U.S. President?s Plan for AIDS Relief (PEPFAR);
  • providing more HIV-positive pregnant women with therapy so their unborn children remain virus-free, with a goal of reaching 1.5 million by next year and reducing transmission to zero by 2015;
  • investing more in circumcision programs, which have been shown to reduce chances of viral transmission by more than 60 percent. The U.S. will contribute $40 million this year to help 500,000 South African men undergo circumcision, Clinton said.

Clinton said she remembered her first visit to the AIDS quilt on the mall in downtown Washington, D.C. with her husband, President Bill Clinton, in 1996. She recognized the names of many friends in the commemorative art work.

?When we saw how enormous the quilt was, covering acres and acres of ground, it was devastating. And it kept growing. Too many people kept dying? We are here today because we want to stop adding names,? she told the audience in somber tones. ?Today, let us restore our faith so we may reach that goal of an AIDS-free generation and honor all those who have been lost.?

Though Clinton acknowledged that the U.S. has been criticized in the past for not doing enough, today it remains the largest single funder of global AIDS, committing 59 percent of the $7.6 billion spent by governments in 2011, according to a new report by UNAIDS. U.S. funding slid in 2009 and 2010 but has since returned to 2008 levels, the report indicated.

Clinton, who was recognized by UNAIDS director Michel Sidibe as ?one of the most committed visionaries to change,? said U.S. strategy has shifted from emergency mode to one of building sustainable health care systems around the world.

?We have had to fundamentally change the way we ? and our global partners ? do business,? she said. ?That has required some difficult conversations, like talk about government corruption and delivery of drugs.?

On the domestic front, the Obama administration inaugurated the first comprehensive national AIDS program in July 2010 to fight an epidemic which affects some 1.1 million Americans. Some 20 percent of those infected don?t know it, and only 62 percent are linked to care, said Anthony Fauci, MD, director of the National Institute of Allergy and Infectious Disease. And only 28 percent are receiving therapy that is effective enough to keep the virus in check, Fauci said. So throughout the United States, and particularly in hot spots like Washington, D.C., ?there still needs more resources and smarter strategies,? Clinton said.

Apple App Store Hits 650,000 Apps: 250,000 Designed For iPad, $5.5B Paid Out To Devs

app-store-iconOn its Q3 earnings call, Apple announced that there are over 650,000 apps on the Apple App Store, up from 600K in April of this year. Apple exec Peter Oppenheimer also mentioned that 250,000 of those apps were developed specifically for iPad. Perhaps more importantly to you hungry entrepreneurs, Apple paid out approximately $5.5 billion to developers. This is a huge jump from the $4 billion figure Apple reported in April.
